STAFF REPORT
The Department of Building and Safety's records are a "mess". The
former Director of Building and Safety, Mark Sutton, developed a plan
for bringing the Department's files from the 1940's to a 1960's record
keeping system. This centralizing of all the Department's files into a
hard-copy high density filing system is about 56% complete and will
require the purchase of additional filing units and the allocation of
more space. However, this hard copy filing system does not address the
mountain of construction plans of finaled buildings the Department is
currently storing. These plans of buildings are currently not
retrievable for use by the public or staff. A policy decision will
need to be made as to whether the City tosses or keeps those types of
plans. Tossing the plans would be easy, however this public
resource/service would be lost forever.
The longer term way to store and maintain this resource is microfilm-
ing. organizing the plans to make them ready for microfilming could be
costly; then there is the ongoing maintenance and keeping the system
current. The Department of Building and Safety is seeking authority
through Request for Proposals to determine apporoximate cost of
organizing our files for microfilming.
Microfilming of our central hard copy files, along with plans of
completed buildings would cost between $50,000 and $100,000. This
effort would bring the Department's record keeping system into the
1980's. (The next stage - 1990's - is computerized microfilming plans
and record keeping systems.)
