Subject: Approval of a Homeless Coordinator

Synopsis of Previous Council action:
On September 6, 1989 the Mayor and Council formed a Homeless
Ad Hoc Committee to research and make recommendations to the Mayor.

Recommended motion:
That the Mayor and Common Council approve in concept a Home-
less coordinator contractural position to develop a strategy and
coordinate Homeless services of the many governmental agencies,
non-profit organizations and church groups in the City of San Ber-
nardino; that the City Administrator be directed to identify fund-
ing for the position; and that the County be requested to share .
50% of the cost.

STAFF REPORT
On September 6, 1989 the Mayor and Common Council formed
a Homeless Ad Hoc Committee to research, study and make recom-
mendations to the Mayor and Common Council regarding the Home-
less problem in the City of San Bernardino. The Committee was
tasked with studying the problem in terms of the needs and social
disadvantages (substances, housing, child care) of the Homeless.
After conducting several meetings, the Committee has deter-
mined that the Homeless problem is severe and, with the upcoming
cold weather, requires immediate action by the Mayor and Common
Council.
Therefore, the Committee recommended a Homeless coordinator
contractural position be established to develop a strategy, pro-
vide direction, and coordinate the function of addressing the
Homeless problem.
