On June 20, 1994, the Community Development Commission considered this matter and approved the motions
establishing Thursday, September 29, 1994, from 9:00 a.m. - 4:00 p.m., as the date and time for the Economic
Summit and to retain the firm of E-CAP to assist the Agency.

MOTION:
That the Community Development Commission change the date of the Economic Condition of
the City Workshop (Economic Summit) to Wednesday, September 28, 1994, and as an
adjourned meeting.

Economic Condition !!f..~!:iU.. Workshop
Due to unforeseen conflicts, i.e., Agenda Briefing, it is necessary to request a change
of date for the Economic Summit from Thursday, September 29, 1994, to Wednesday,
September 28, 1994. Every attempt has been made to avoid any major conflicts in
scheduling for the September 28th date. A copy of the Agenda for the Conference is
attached for your information.
Based upo, the foregoing, staff recommends adoption of the form motion.

Economic Summit - Revise Work Program

The following is a revised work program for setting up & conducting
the San Bernardino Economic Summit based upon our meeting of June
29th:
1. General: Adjourned meeting of the Mayor & Council. Also
participating, City Administrator, EDA Administrator,
Conference Economist.
2. Date: Wednesday, September 28, 1994
3. Number of people: Invite about 400 expect about 200.
4. Location: California State University San Bernardino.
The liberal arts auditorium. Lunch on the campus.
5. Television: Cable access television should record for
later broadcast.
THE CONFERENCE AGENDA WILL FLOW FROM THE FOLLOWING:

Economic Report
San Bernardino.
the Summit.
A. The current forecast for the Inland Empire region.
B. San Bernardino's position in the Inland Empire economy.
C. Location advantages and disadvantages of San Bernar-
dino.
(1): Flush out economic issues affecting
Discussion designed to set the stage for
D. Competitive pressures facing California communities
affected by defense losses and recruitment from other
states.

E. Competitive challenges specifically facing San Ber-
nardino.
F. Impact of economic issues on financial challenges facing
San Bernardino.
7. Pre-Summit Sector Meetings (5): Hosts to be selected by
staff.
Sectors: Business attorneys; CPAs; conunercial brokers;
financial executives; hospitality lane executives.
Hosts would be asked to call together the five or so sharpest
minds in their sector to discuss the local economy and
prepare a 1S-minute sununary testimony. The questions to
be discussed are aimed at their insights into their own
and their clients firms:
A. What do they see as the economic prospects for San
Bernardino area businesses in the next 3 years? Why?
B. What sectors do they see growing? Why?
C. What sectors do they see shrinking? Why?
D. What advantages do they see for businesses growing,
starting, or migrating to San Bernardino? Why?
E. What constraints do they see for businesses growing,
starting, or migrating to San Bernardino? Why?
F. If they ran San Bernardino what priorities do they feel
the economic development agency should set in its use
of funds? Why?
G. Have they or their clients had interaction with city
government? Were they well served?
8. Entrepreneurial Testimony (4): EDA staff to select four
San Bernardino business owners in the manufacturing,
transportation or technology fields from growing firms of
varying sizes who sell primarily outside the Inland Empire
(1S & under to over 200). At least one should be a recent
arrival. If possible a firm taking advantage of the
geothermal or water resources would be very helpful.
The owners are asked to respond to the same questions listed
above. In addition: has any other area tried to lure them
away? Why have they stayed?
9. Housing Pre-Summit Meeting (3) :_EDA select developers,
bankers, landlords, Realtors, to discuss problems and
strategies that can deal with the city's loss of single
.
family home owners. They are to hold pre-summit discus-
sions. Three private sector participants invited to make
presentations at the summit.
10. Mall testimony (2): What will it take for San Bernardino
to retain its competitive edge in holding and expanding its
large shopping malls? Merchants and managers of the two
malls would be invited to a round table discussion of the
issues affecting these questions. A representative of each
mall would be invited to testify at the Summit.
11. Education Report (1):__UCR Chancellor Ray Orbach, CSU
President Tony Evans of Cal State and SB Community College
District Chancellor Stuart Bundy asked to discuss the roles
of their respective institutions as economic catalysts and
centers of innovation and training as has occurred in San
Diego. They are asked to choose one representative to
report to the Summit.
12. San Bernardino International Airport Report (1):_A report
on the status of the airport and the IVDA. The purpose is
to give the public a better feeling of the airport's current
status.
13. Summary (2): Two views from leading citizens of what they
believe they have learned from the day.
14. Presentations: 15 minute testimony, plus 5 minutes for
panel questions or public questions.
15. Opening Remarks: 5 minutes from Mayor, RDA Committee
Members, City Administrator, Economic Development Director.
