STAFF REPORT
Through a joint effort with the California Highway Patrol, San
Bernardino Sheriff's Department and the San Bernardino Police
Department, a zero-tolerance enforcement program, "Operation Safe
Streets," will target high crime areas of the city of San Bernar-
dino.
The mission of this operation is to: 1) Reduce criminal activity,
2) Increase the security of the citizens of San Bernardino, 3)
Reduce response times to calls for service.
Operation Safe Streets, a multi-jurisdictional task force comprised
of the above-mentioned departments, will commence on August 18,
1994, and run through the summer months and into the early fall of
1994. A follow-up program will continue in the targeted areas
after the completion of Operation Safe Streets. The targeted areas
will be identified through coordination with the department's area
commanders and through the analysis of crime statistics. Addition-
ally, officers of the task force will respond to Priority E and 1
calls in the targeted geographical areas they are assigned to.
These additional call takers will relieve regular patrol officers
of calls for service, thus allowing them to be more proactive in
dealing with crime issues of our community.
The department has solicited other county and state departments to
assist with the mission of Operation Safe Streets. These agencies
include State Parole, County Probation, Welfare Fraud, District
Attorney's Office, City Attorney's Office, as well as others.
Through the combined efforts of the task force, it is believed that
a reduction in crime will occur, calls for service will be reduced
and response time to those calls for service will also be reduced.
This program should increase the security of the citizens of San
Bernardino, reduce the perception of fear and create a better
environment for our community's residents.
However, we must point out that this is only a short term solution
to a much larger problem as it relates to crime in the city of San
Bernardino.

RESOLUTION NO.
A RESOLUTION SUPPORTING THE SAN BERNARDINO POLICE
DEPARTMENT'S REQUEST TO THE CALIFORNIA HIGHWAY PATROL FOR LAW
ENFORCEMENT ASSISTANCE
WHEREAS, providing traffic law enforcement services to the
citizens of California is consistent with the California Highway
Patrol's (CHP) primary mission of management and regulation of
traffic to achieve safe, lawful, and efficient use of the highway
transportation system; and
WHEREAS, the CHP, in its secondary mission, supports local
law enforcement and stands ready to assist in emergencies
exceeding local capabilities; and
WHEREAS, consistent with the secondary mission of the CHP
and the desire of the Governor to ensure that the citizens of the
state of California are provided with adequate law enforcement
services; and
WHEREAS, the CHP will provide law enforcement assistance on
those occasions when it is in the best interest of public safety
and the CHP has the necessary resources to do so; and
WHEREAS, escalating crime within the City of San Bernardino
is jeopardizing the safety of its residents and pOlice officers;
and
WHEREAS, the San Bernardino Police Department does not have
sufficient resources to address this immediate need for an
increased law enforcement presence while formulating a long-term
solution to the escalating crime problem; and
WHEREAS, the Sheriff of San Bernardino County concurs with
the decision to seek assistance from the CHP;
