Enclosed please find a copy of a resolutio
adopted by the Southern California Association
of Governments (SCAG) regarding the 1990 Census Count.
Because of the importance of the Census Count to the
economic and social well-being of this region, the
resolution won unanimous approval from the members of our
Executive Committee.
As a representative of the State of california, we trust
that you will review the resolution and support the
concept of counting everyone residing in this country,
regardless of citizenship status.
We. urge your governing board to adopt a similar
resolution as soon as possible and send a copy of it to
your United States Congressional and Senate representa-
tives. We would also like a copy of it for our files and
request that you send one to: SCAG 1990 Census Count,
818 W. Seventh st., 12th Floor, Los Angeles, CA 90017.

ALTERNATES
Whereas the federal government will conduct the 10-year
census in 1990, and:
Whereas the stated purpose of the
at the total count of everyone in
regardless of citizenship status,
census is to

Whereas states, particularly southern california, are
required to provide services to everyone, without
regard of cit.iO!ilClHdhip status, and;
Whereas the Congress of the United states is
considering restricting the census to legal citizens
only, which would effectively deny regions like
southern California vitally needed federal dollars,
and;
Whereas the effect of this denial of federal funds
causes undue hardship on local governments to make up
the shortfall,
Now therefore be it resolved that the Southern
California Association of Governments supports the
concept of counting everyone in the 1990 Census without
regard to citizenship status.
And be it further resolved that a copy of this
resolution be transmited to the state Legislature and
Executive Branch, and the Southern California
Congressional delegation in cooperation with local
government.
