Parking citations within the city limits of San Bernardino are issued by the following agencies: Parking Control Police Department Fire Department Mall Security Downtown Parking District Security County of' San Bernardino Parking Control County of San Bernardino Marshalls Office County of San Bernardino Sheriffs Department State Police Highway Patrol CSUSB University Police This list is of public agencies and may not be all inclusive. Privately owned parking lots may also have their own security and parking enforcement regulations (ie. St. Bernardino's Hospital. Inland Center Mall, etc.) To have a parking permit that would be honored throughout the City of San Bernardino, inter agency agreements would have to be established with all agencies. public and private. charged with parking control. I have spoken to the County of San Riverside, Ontario, Redlands and Rialto. no special permits for elected officials. We currently do issue permits through EDA for use in the Court Street lot. Councilman Oberhelman currently holds one of these permits. Thank you for allowing my input into this matter. Sharer, Manager, Facilities Management SUBJECT: SPECIAL PARKING PERMITS DATE: January 24, 1994 COPIES: Shauna Clark, City Administrator ------------------------------------------------------------------------- On Friday, January 21, 1994, we spoke on the phone concerning special parking permits. In my response to your January 12, 1994 memo, I had listed all the agencies that would need to sign an agreement to allow a special parking permit. You intent was to have a permit that was valid in City monitored parking areas. To accommodate this request, interagency agreements would have to be made between the following: Parking Control Parking District Security Mall Security Police Department Vehicles bearing a special permit would be able to participate in this program. The permits could have an expiration date that coincides with the elected officials term of office, rather than annual renewal. The parking regulations for the City are contained in Chapter 10.16 of the Municipal Code. The code would have to be modified to allow permit parking in time limited zones. The City Attorney's office would be the best source for proper wording to allow the permits. I have again checked other municipalities in the area, and no cities around us currently have a similar program. I hope this information is helpful to you.
