Synopsis of Previous Council action:
8/8/89 Mayor and Common Council approved a resolution and agreement
between the City of San Bernardino and the San Berpardino
Convention & Visitors Bureau (SBCVB).
4/3/89 Mayor and Common Council received and filed first Quarterly
Report from the SBCVB.
7/5/89 Mayor and Common Council recieved and filed the second Quarterly
Report from the SBCVB.
Recommended motion:
That the Quarterly Report from the San Bernardino Convention
& Visitors Bureau to the Mayor and Common Council be received
and filed.

CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
STAFF REPORT
The agreement between the city of San Bernardino and the San
Bernardino Convention and visitors Bureau (SBCVB) approved on
August 8, 1989, requires that quarterly reports be provided.
The attached report of October 5, 1989 by the Chairman of the
SBCVB Board is for the period from July 1st to september 30,
1989, and represents the completion of the terms, as required
in the agreement between the City and the SBCVB. Upon receipt
and filing of this quarterly report, a payment in the amount
of $15,000 can be made to the SBCVB. Mr. Stark notes in the
quarterly report concerns about financial responsibility,
which I raised. I have reviewed financial procedures at a
special meeting of the SBCVB Board and my recommendations are
being considered by the Board. As the city's representative
to the SBCVB, I recommend that the SBCVB Quarterly Report be
received and filed by the Mayor and Common council.

recently participated in STRAC'.tx'a4le show in Buena Park. Maggie
also attended the show and has si:n,cedone a site inspection with
Alice Ward, Executive Director of$',L'RAC, for the expressed
purpose of having their Spring; 1990 trade show here. This would
generate 50-100 roomnights butt ft\OX'e importantly, would be the
first time STRAC has ever held their trade show anywhere in the
Inland Empire and expose 500+ tour planners to this area.
Jim Bonner, patriarch of the ~n~r family asked us to assist
with the creation ofa.cableTV'.., emanating from San
Bernardino, featuring his talen~~~family. This talented Black
family sings country music, ba.~formed in Nashville, appeared
in numerous clubs and on national .'tV shows. The Maruko is also
involved in this project and tll..t.apings may either be at the
Maruko or the sturges Center.'fhi'Sis in a very conceptual stage.
The CVB's first "Hospitality '1:.alQ..,~~ting will take place
October 12 at ShandinBills Qo~fo6urse. The meeting is co-hosted
by Shandin Hills and tne CVB.~h1.,is an opportunity for the area
hotels. motor inns, attractions ~d other travel related
businesses to network. Shandinlli+lshas also generously offered
a complimentary round of golf.a.f~t the luncheon.
Maggie and I will both be del~~~ to the National Tour
Association Convention & Sales .xebange this October in salt Lake
city. This gives the CVB the op,ortunity to meet qualified tour
operators, from allover the U.S..,tc Canada, already doing
business in this part of So. ..c.l1fornia. September 25, the CVB
conducted an orientation for this sales opportunity and also
unveiled tour packages thatt.heBureau has put together. The
local properties can includeth_irown information in the blank
areas provided, making it ap~J:a. a much more custom piece than
it actually is. .
New attractions that the CVB i.trying to bring in to the area

The Harvest Festival, it'. al,~>~t Raincross Square and we are
enticing them to San BernardinoJt.J1e Southern California Marine
Association was contacted abOut doing a boat show at the National
Orange Show.
The CVB is working with the N_t.lonal Orange Show and San Manuel
Indian Bingo to put together s~e gambling tour packages in
conjunction with some of the .l,cal hotels. The California Theatre
of Performing Arts is also c~ating with the CVB to attract
additional visitors to San Be~.~dino.
We were approached by John'JJ:~~~"~' <of the Rotary Club of San
Bernardino-North, to assist "tt:,h':a#commoda tions and
transportation for the 1st An.IlUa~coyote-North Rotary College
Baseball Tournament at FiscalinlField, March 26-31, 1990. There

will be five NCAA Division III t~8..from the East and Mid-west

proceeds going to anticipated baseball scholarships if and when
Cal State moves up to NCAA Div1,i~ II competition.

Another project the Bureau is.,,p 9 on, is the return of the
Soap Box Derby Regiona1snext,;. _!os event was run on .
Electric Ave. some 30 YMQ.~... ..Bureau is seeking to use the
Soap Box Derby as the centex'p1~9e;,(~~~'an event that we are calling
"Route 66 Rendezvous.1t Wearec:m1'~.il.oning a classic car show and
other nostalgic activities. ,"
The Bureau has rapidly outgro~,its space in ,the Chamber of
Commerce and alternatives are baing looked at by the Board and
staff. The Board has a worksh()pspheduled for October 15. The CVB
has stretched all its resouroe.to tq.e limit and will operate as
efficiently as possible. A qu..i:J.~ .,bout financial
responsibility was raia-ed byai:i.~r of the city's management
staff and a point by point ~~~~e was requested by the Chairman
of the Board and prepared by t1\ti .:"'Qutive director (see Appendix
