APPROVAL OF FUNDING IN THE AMOUNT OF S:TAFF REPORT
$ 15.000 FOR THE HISTORY WALK AT SECCOMBE
LAKE PARK
There has been a number of delays and increased costs during Phase.lS
construction of Seccombe Lake Park. One area that we have experienced
cost overruns is in the area of the History Walk and History Tree.
Hr. Sam Catalano of the More Attractive Community Foundation has been
working with this Department staff. the Architect. the City Engineer
assigned to the job, and the contractor to come up with a design that
will be compatible with the overall park and which wi'll exhibit various
significant events in San Bernardino's History. The More Attractive
Community Foundation has covered as much of the additional costs as
possible, but given the amount of the increased costs, they will either
not be able to complete the project, or will have to significantly reduce
its quality.
The project budget has been stretched to the limit with the discovery
of underground tanks and contaminated soil and.the remOval of same to
toxic waste disposal areas. Because of these types of extra costs. the
project budget does not have the funds to assist with the costs of the
History Walk additions.
Attached is an itemized listing of the add~tiona1 costs, which total
$14,775. If this additional funding is provided, the His~ory Walk may
be completed in a first-class manner.
Most of the additional costs for the Walk are due to efforts to assure
the History Tree's long-term survival. Upon the recommendation of a con-
sulting arborist, the diameter of the circle portion of the walk around
the tree was expanded from 20'to SOl, This resulted in additional
material for the walk construction and the relocation of lights, sprink-
lers, etc. A portion of the increased cost can be attributed to the con-
cern for security, such as lighting and the decorative metal fence to
protect the tree.
It is believed that the History Walk will be a major focal point for the
park and a showcase of the City's history. The dollars that are invested
today to assure the project's quality will be little indeed when compared
to the many years of use and leisure time enjoyment that will be realized
by the Citizens of San Bernardino.
The Contractor is ~urrent1y at the point in the construction schedule
where these improvements are being included or the project would be fur-
ther delayed resulting in additional costs, therefore, this request is
respectfully submitted for your favorable consideration and immediate
action.
