Holcomb, Mayor; Verne Nadeau, Real Property Supervisor; Roger Hardgrave, Public Works ------------------------------------------------------------- Attached please find two items: (1) A letter from the U.S. Postal Service requesting removal of news vending racks on city property for safety reasons (2) photographs of the newsracks. The newsracks are hazardous for the following reasons: 1) They block visibility of oncoming traffic for the drivers exiting the driveway. Because they are on City property, this could create a liability for the City. 2) Drivers stopping to pick up a newpaper or girlie magazine will have to park in a red zone and get out of their. cars as the racks face the sidewalk, not the street. 3) When the racks are placed holes are drilled into the sidewalk or pavement creating the potential for damaging underground infrastructure. You will note the Post Office did not move the racks across the sidewalk onto requested complete removal of the racks. I would like to again propose a permit requirement for placement of all vending racks. While the spector of "freedom of speech violations" might arise, it would seem reasonable to require a permit process to prevent hazardous conditions such as those listed above. The permit process should include submitting a map with exact placement locations indicated and an inspection by a city traffic engineer to ensure visibility and the infrastructure are not comp'romised. grant permission to their property but '!. t ..
