STAFF REPORT Main street has recently been working with a number of local real estate brokers regarding possible occupancy of buildings within the downtown area. Two buildings, the former stockwell-Binney and Ticor Insurance buildings, are close to being leased, but both prospective occupants have expressed some concern regarding the availability of public parking in District Lot 3, which is directly .behind both buildings. The concern arises because in the past District parking spaces have been leased out to private individuals, impacting the total number of parking spaces available to the general public. This issue came to a head when the county Department of Social Services (5th & E) learned that the City'had leased 81 spaces in District Lot 1 behind their building. Concerned that other private leases would continue to erode the available parking, DPSS threatened to relocate out of the downtown area unless adequate parking remained available for county business as well as for the general public. Because development of the DPSS building was contingent upon the City providing public parking, the city amended its parking agreement with the owners of the building to ensure that the majority of the Parking District lot would remain open parking. As other businesses express interest in moving into the downtown area, they are also requesting that similar guarantees be made regarding the long-term availability of public parking. Rather than engaging the city in parking agreements with various downtown businesses, it is recommended that the Council adopt a policy regarding the minimum number of public parking spaces that will be available. The recommended policy states that a minimum of 75% of all District parking spaces will remain as public parking. In the event that District public parking is removed, it will be replaced with comparable parking within one block of the District lot. This recommended policy does not conflict with the objectives or regulations of the Parking District, since the District was created to provide open public parking for the businesses in the downtown area. '5.0264 - .~.-. ~~"" "-' - 1 2 RESOLUTION OF mE CITY OF SAN BERNARDINO RELATING TO mE 3 LEASING OF PARKING SPACES IN PARKING DISTRICT LOTS 4 5 6 7 8 9 10 RESOLUTION BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: Whereas, the Central City Parking District was created in 1977 to provide adequate public parking for businesses located in the downtown area; and Whereas, businesses surrounding or in close proximity to the parking district lots need assured public parking to accommodate employees and patrons of ;these businesses; and Whereas, occupancy of buildings in the downtown area such as the former Stockwell- 11 Binney building, is often contingent upon assured public parking, and 12 13 14 Whereas, the property owners of 470 West Fourth Street have entered into an agreement to lease 81 spaces in Parking District Lot # 1, which constitutes 29 % of the total spaces available 15 and will not be affected by this action, 16 17 18 19 20 21 22 23 24 25 Now, therefore, be it resolved as follows: Section 1. The total number of leased parking spaces within any district parking lot will not exceed 25 % of the overall number of parking spaces provided in each lot. Section 2. Should public parking be discontinued at any time in a portion or portions of a Central City Parking District lot, the City and/or the Economic Development Agency shaIl provide comparable general public parking within a 600 foot radius of the outside perimeter of the parking lot. Section 3.
