HomeMy WebLinkAbout01-Police CHRONOWGY OF INCREASES IN BENEFITS POLICE SAFETY EMPWYEES From 1988 to 1994 Background Since December, 1988, the Police Safety Employees have had two contracts, one MOU for the period December 1, 1988 through November 30, 1991, and one imposed contract terms and conditions for the period December 1, 1991 through November 30, 1992. The City Team and the POA have had eight (8) negotiations sessions to try to reach agreement on a new MOU. The POA has not been back to the table since March 1994. On July 20, 1994, the POA called the Personnel Department and requested to return to the bargaining table. The benefits provided under the current contract terms and conditions remain in effect, until a new MOU is approved by the Mayor and Common Council. Benefits Below is a comparison of benefits provided in the 1988-1991 MOU, and the benefits provided by the Mayor and Common Council as imposed in the 1991-1992 contract terms and conditions. Must have used 4 days or less of sick leave to be eligible. Annual Vacation and Holiday Seu-Bade -0- Sell-back up to 1/4 of vacation and holidays each year; approval by Police Chief. 4110 Plan Patrol Division only Detective Division (P-2 & P-3) added as of February 1992. On December 21, 1992, the Police Safety Employees' contract was amended to approve extending the 4/10 plan to include the Investigative Unit, the entire Detective Division, Vice/Narcotics, Sergeants in ID Detective, Detectives in Traffic, Intelligence and Internal Affairs and DARE. The value of the above benefits for one year was costed at $424.359 above and beyond the benefits in the previous Memorandum of Understanding. In addition to adding new benefits, the City met and conferred with the POA on the retirement trust fund, per the contract terms and conditions. On March 22, 1993, the Mayor and Common Council authorized the transfer of funds held in the POA Trust Account to the POA for the establishment of the POA retirement trust. The amount provided to the POA was an additional $482.001.80 (copy of check attached). " ',. - ,,' Today, August 10, 1994, the pOlice department was confronted with a jOb action. This action follows a verbal declaration of impasse by the Police Officer's Association as of the bargaining session which took place yesterday, August 9, 1994. In February of 1992 the Mayor and Council imposed a contract on the POA. The imposed terms and conditions significantly enhanced police benefits as noted on the salmon colored handout. Between February 1992 and August 1994, there were only ten negotiation sessions. There were significant gaps in negotiations during that period, but all gaps were at the request of the POA. After a fifth negotiating session in July 1993, the POA and city were very close to agreement but the council did not immediately approve the contract. Before the council had a chance to meet, the POA attorney took the position the city had a final contract. Returning to the bargaining table, the POA then changed their position and said we did not have a contract. Negotiations broke down somewhat but nevertheless, the Mayor and Council upped their authorization for benefits. Three more sessions were held in 1993. A 9th bargaining session was held March 1, 1994. At that session, significant benefit increases were offered but the POA and city could not reach agreement. During the budget, the Mayor and Council set aside additional monies (more than had been offered to date) and gave authorization to the city team to increase benefits offered to the POA. In July, 1994, the Personnel Department received notice of a change in the POA bargaining team and requested another session. The new bargaining team met with the city team on August 9, 1994. The city team informed the POA that the Mayor and Council had upped the benefits since the March 1 meeting and asked for specific counter-proposals from the POA. without submitting a single counter proposal, the POA declared impasse. This occurred within two hours of the new POA team's first meeting at the bargaining table. It should be noted that the POA left a significant amount of money on the table. This money is for benefits only, because raises are automatic through Charter Section 186. It is anticipated that POA members will receive an automatic salary increase ranging from 4.08 to 5.4% this month.
