STAFF REPORT
The City of San Bernardino was a first time project
participant in the 1983 Fuel Efficient Traffic Signal Management
(FETSIM) Grant Program, in which 54 signals in the City's Central
Business District (CBD) were retimed utilizing the TRANSYT com-
puter model. For the 1983 project, the City contracted an engi-
neering consultant firm to conduct the computer modeling
processes, including coding, calibration, simulation, and opti-
mization of the CBD grid system.
For the second year (1984/85) FETSIM Grant, all phases of
the project were completed by City staff. The project involved
retiming the Highland Avenue and Baseline Street arterial systems
(21 intersections) and enabled staff to gain an understanding of
the mechanics of the TRANSYT 7F MODEL.
The 1990 grant proposal (Attachment 1) involves the re-
timing of 26 intersections in the CBD grid, and 5 intersections
on Tippecanoe Avenue (see attached maps). The retiming of the
CBD grid will include conversion to a more advanced traffic
signal controller program that will allow monitoring and fine
tuning the traffic signal system from City Hall in order to
provide more efficient signal coordination. This system sur-
veillance is currently being used for signal systems on Baseline
Street, Fortieth Street, and Tippecanoe Avenue.
The total budget for this project is $34,100. Grant
funds will be provided in the amount of $25,575. These funds
will be used to finance the following items:

The FETSIM Program requires all participating agencies to
fund a 25 percent share of the cost of the grant in the form of
in-kind services performed by local staff to complete project
objectives which can include data collection, coding, computer
simulation, and optimization. These services will be provided by
the following regular full time City employees:

Asst. Traffic Engineer -- Vacant
Civil Engineering Assistant II -- Tim Porter
Mr. Anwar Wagdy will serve as Project Manager.
FETSIM Grants are provided to provide support to local agencies,
for the purpose of reducing vehicle stops, delay, and fuel
comsumption through optimization of traffic signal timing. We
recommend that authorization be granted to file the application.

RESOLUTION NO.
RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AUTHORIZING THE DIRECTOR OF PUBLIC WORKS/CITY
ENGINEER TO FILE A FUEL EFFICIENT TRAFFIC SIGNAL MANAGEMENT
PROGRAM GRANT APPLICATION FOR $34,100 OF FUNDS APPORTIONED FOR
FISCAL YEAR 89/90 TO THE CALIFORNIA ENERGY COMMISSION BY THE
STATE LEGISLATURE.
WHEREAS, the City of San Bernardino recognizes that it is
in the best interest of the national economy to promote the
conservation of energy resources and to reduce our nation's
dependence on costly foreign oil; and
WHEREAS, a fuel efficient traffic signal management
program by the City of San Bernardino will provide benefits to
the local community in the form of improved traffic flow, reduced
fuel consumption, reduced fuel operating costs, reduced air
pollution and improved safety due to smoother flow; and
WHEREAS, funds have been established and are available
through the California Energy Commission for grants to local
governments for efficient traffic signal management projects;
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:
1. That the Director of Public Works/City Engineer be
authorized to submit a Fuel Efficient Traffic Signal Management
Program Grant Application with the California Energy Commission
for $34,100.00 of funds apportioned for fiscal year 89/90 by the
State Legislature.
2. That all Fuel Efficient Traffic Signal Jvlanagement
Program Grant Funds disbursed to the City of San Bernardino be
utilized to run the Transyt computer program, implement the
resultant signal timing and provide before and after delay
