Descri tion Finance: City Hall Council Notes: 7:'-0262 Agenda Item No. ~ I CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Fire sprinklers are now being installed in City Hall by Daart Engineering Company. These sprinklers are equipped with certain features such as water flow and tamper switches. It has recently come to our attention that the fire sprinklers are not compatible with the present fire alarm panel. The present fire alarm panel was installed during con- struction of City Hall. A new generation of panels was intro- duced just after construction of City Hall was completed. This rendered the present panel obsolete soon after it was installed. Parts are no longer available to repair the present panel, which could result in fire alarm capabilities being lost for an ex- tended period of time while a new panel was acquired. The present panel operates on 120 volts, and the switches for the fire sprinklers operate on 24 volts. Price quotes for furnishing a new fire alarm panel were obtained by the Fire Department from three sources, two in writing and one by telephone. These quotes are: 1. API Alarm Systems - 2. Simplex Time Recorder Co. 3. Honeywell (by telephone) $ 6,756 9,700 13,500 These quotes have been reviewed by the Fire Department. It is their opinion that the panel proposed to be furnished by API Alarm Systems is not acceptable for the following reasons: 1. Battery not provided for 4-hour emergency operation. 2. Panel must be returned to factory for repair or reprogramming. 3. No follow-up checking (to eliminate false alarms). 4. No monitoring smoke detectors to be provided for lobby or elevators. 5. No local office with technical representatives. The panel proposed to be furnished by Simplex meets all of the requirements of the Fire Department. They have had extensive experience with this equipment and are pleased with its features and performance. Therefore, it is our recommendation that authorization be granted for the Purchasing Agent to issue a Purchase Order to Simplex. Installation of the new panel will be done by Public Buildings and Communications personnel. The total estimated cost for installing fire sprinklers included an amount of $31,200 for contingencies. None of this amount has been spent, and work is almost complete. The $9,700 needed to finance the purchase price of a new panel can be derived from these funds. 10-02-89 75-0264
