'!he projects were qualified by staff under the "urgent need" criteria, inasmuch as the city's water supply was being impacted by septic tanks and cesspools in the general vicinity of the above referenced proj ects. Subsequent to the submission of the city's FY 1989/1990 Statement of Community Levelopment Objectives and Projected Use of Funds, the U.s. Lepartment of Housing and Urban Development (RUD) rejected the use of the CDB:; funds for these projects using the "urgent need" criteria. Because these projects are not located in census tracts carrposed primarily of low and rroderate income households, the funds ($276,100) must be reallocated to other eligible CDB:; activities. '!he Lepartment of Public Works has submitted four (4) alternative projects totalling $343,500, one (1) of which is for the installa- tion of highway on Arrowhead Avenue from 5th Street to Baseline street (copy of proposal attached). '!he total cost of this project is estimated to be $119,300. Installation of lighting along this major north-south corridor will greatly enhance the security of affected businesses and residences. '!he Community Leveloprnent citizen Advisory Committee (CDCAC) has reviewed this proposal and recorrnrended approval to the Mayor and Common Council. I recorrnrend adoption of the form motion. ~k~1 KENNEIH J.
