I_~ CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT D..1ring the FY 1989/1990 CDB:; Public Hearing, the Mayor and Common Council approved funding for two (2) Public Works Deparbnent sewer projects at Electric Avenue and 39th streets and Hazel and Jefferson streets, respectively. The projects were qualified by staff under the "urgent need" criteria, inasmuch as the city's water supply was being impacted by septic tanks and cesspools in the general vicinity of the above referenced proj ects. Subsequent to the submission of the City's FY 1989/1990 Statement of Conununity Development Objectives and Projected Use of Funds, the U.S. Deparbnent of Housing and Urban Development (HOD) rejected the use of the CDB:; funds for these projects using the "urgent need" criteria. Because these proj ects are not located in census tracts composed primarily of low and moderate income households, the funds ($276,100) must be reallocated to other eligible CDB:; activities. The Deparbnent of Public Works has submitted four (4) alternative propo- sals totalling $343,500, one (1) of which is for the installation of highway safety lighting on "0" Street from 5th Street to Baseline Stree (copy of proposal attached). The total cost of the proj ect is estimated to be $114,500. Installation of lighting along this rnaj or north-south corridor will greatly enhance the security of affected businesses and residences. The Community Development Citizen Advisory Conunittee (COCAC) has re- viewed this proposal and recommended approval to the Mayor and Common Council. I reconnnend adoption of the fonn motion.
