The Thrifty Building is still for sale; however, with
proposed construction by Mr. Simchowitz and
developments being discussed for the downtown area,
building will be increasing in value.

At the present time, it is in receivership and Community
Development can purchase the building for $3,500,000. This
would be subject to the Big "5" lease, and future lease
payments would be due the Agency.
There is not enough space in City Hall to adequately
accommodate the many activities being administered, and it is
urgent that some of them be moved out to other space. This
would result in a further problem of coordination,.
communication, etc. (Parks & Recreation, SBETA, etc.) and an
attempt should be made to maintain centralization.
The Thrifty Building is in an ideal location. with a bridge
across from the Third Floor to the 5th Level parking area,
there would be quick access to the Second Floor (City Clerk,
city Treasurer, Personnel) and individuals coming to city
Hall could be directed easily to the ramp. Parking is always
available on the top level of the 5 Level Structure, and
"regular customers" would soon become familiar with the
revised arrangement.
Staff has made a cursory tour of the building and there would
be some changes to be made in the configuration of the
offices, but not excessively so. We have discussed moving
Public Works/Engineering, Building & Safety and Planning into
the building and creating a One-Stop Center for individuals,
developers, etc. desiring to expedite the issuance of permits
and obtain the ancillary information they require. This is
tentative and a great deal of discussion and planning will be
necessary before such a move can be considered in-depth.

Attached is a sketch of the floor area. There is adequate
room for current expansion needs and the capacity for future
expansion as San Bernardino grows in population and the

an operations standpoint.

NOTICE IS HEREBY GIVEN that Chairman W. R. Holcomb, does hereby call
a Special Meeting of the Community Development Commission of the City of
San Bernardino, California for 9:00 a.m., Wednesday, October 25, 1989.
Said meeting will be held in the Redevelopment Agency Board Room, City
Hall, 300 North "0" Street, San Bernardino, California.
The purpose for which this meeting has been called is to discuss the
following:
a) Pursuant to Government Code Section 54956.9(c), the Commission
will meet in closed session to decide whether to initiate
litigation.
