DESCRIPTION) Finance: ouncil Notes: ;.0162 Agenda Item No. 7 CITY OF SAN BERNS lDINO - REQUEST F( 1 COUNCIL ACTION STAFF REPORT In September 1986, the Legislature passed and the Governor signed into law, SB 880, authored by Senator Leroy Greene. SB 880 provided funds to the Energy Commission to carry out a variety of energy assistance programs for local governments. Some of the funds were assigned for energy support to local governments through the CEC's Energy Partnership Program. Many local governments are faced with rising energy costs. These costs can be reduced. However, funding to hire specialists to find ways to cut energy costs may not be available. The CEC can provide these specialists through the Energy Partnership Program. Local government benefits through specialized expertise, on site consultation, reduced administrative work and staff training. The program provides local governments with consultants who are experts in assessing ways to reduce energy costs. A full range of technical assistance is available. Engineering, financial, and legal experts can provide assistance in areas such as: Identifying Fleet Vehicle Fuel Use Reduction Identifying Conservation Projects Identifying Energy Issues Evaluating Alternative Energy Generation Projects Locating Financing Alternatives Negotiating Utility Rates Preparing and Evaluating REPS Selecting and Negotiating with Contractors Providing Follow-up on Contractor's Activities Conducting Engineering Analyses Providing On-Site Training Providing Legal Assistance Providing Environmental Permit Assistance Assistance is available now, at no cost to the City. The City must demonstrate the ability and commitment to provide 25% of the cost of completing the requested activity. Local government in-kind services may be counted when assessing the required matching contribution to the project, no cash match is required. Program funds are limited and projects are prioritized in the order of receipt. The attached resolution must be passed to be eligible for this program. RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE FACILITIES MANAGEMENT MANAGER AUTHORITY TO FILE APPLICATION WITH THE CALIFORNIA ENERGY COMMISSION FOR THE ENERGY PARTNERSHIP PROGRAM. WHEREAS, SB 880 has provided funds to the California Energy Commission (CEe) for energy support to local governments through the energy partnership program; and WHEREAS, The City of San Bernardino qualifies to participate in the CEC's Energy Partnership Program; and WHEREAS, The City of San Bernardino recognizes that assistance will allow better use of limited staff resources and expertise to deal with energy matters. BE IT THEREFORE RESOLVED, That the governing board hereby authorizes and directs the Facilities Management Manager to file an application with the California Energy Commission for participation in its Energy Partnership Program.
