"Bob" Holcomb City of San Bernardino , . , ,.' / " ~/ ,/ The Water Board, as you know, has for years retained Floya G. Hyde; ~ known as Simon and Company, as our Federal Affairs Consultant. The Water Department continued the use of his services even after the City and the Redevelopment Agency discontinued the services. "'~_IA.\;p~-W. · ~m!ft response to'~"" received. It is interesting to note their effectiveness. The Department thought it would be great if the Corps of Engineers, in their redesign of Prado Dam, would include an open space for a future pipeline. In the original dam design, they provided for a future pipeline which made the brine line to the ocean a reality. When the Department first suggested this, we were informed that the design work was too near completion to accommodate such a change. I contacted Floyd Hyde and explained the proposal to him. Floyd and Mary Jane Kemp said they would try to help me. Twenty-five (25) days later I received a letter stating that the Corps would include an open space for a future pipeline to the new Prado Dam design. "D" Street San Bernardino. California 92401 Dear Bernie: Following up on my conversation afternoon. Floyd Hyde and I are pleased approaches for continUing our San representation efforts. with you yesterday to outline suggested Bernardino Washington Alternative A: Extension of Board of Water Commissioners Contract Under this plan. we would be most agreeable to a simple one year extension of our eXisting contract with the Board. with all terms and conditions to remain the same. It has been a pleasure to .work for the Board and we look forward to development of a program of priority projects for us to pursue and considerable accomplishments in the coming year. Alternative B: Combined General Government and Board Contract With this arrangement. we would continue our work for the Board but also undertake additional assignments for the City based a program to be determined by the Mayor and senior City staff. as we suggested in our letter to the Mayor on July 6. Our current contract with the Board is for $10.000 per year, plus reimbursement for expenses. Under a Joint contract between the City and the Board, we would propose a one year total of $20.000, billed at a monthly rate of $I .666.66. plus reimbursement for expenses. We believe this is a reasonable figure which would enable us to pursue a number of important activities for the City and Board as well as provide ongoing Washington liaison and information services. with the specific division of this total amount to be determined between the Board and general government. I want to emphaSize that our principal goal is to continue to provide services to the City of San Bernardino. Towards that end, we remain quite flexible regarding costs and will certainly find any arrangement. whether it is with the City alone or the City and Board combined, most satisfactory.
