STAFF REPORT
The request of the Knights of Columbus to increase the number of nights
during the week on which Bingo could be played (from two to three) and to
permit the dollar amount which could be awarded in prizes during anyone
night (from $5,000 to $10,000) was referred by the Mayor and Council to
the Legislative Review Committee.
The Committee, after review, agreed that the original limitations had
probably served their usefulness and that the competition of Indian
Bingo was a new factor which should be considered.
All organizations which hold Bingo licenses in the City have been
notified of the proposed change.

On behalf "L Knights of Columbus Council 905, we are requesting a change in the
present rO<;'l/lations concerning the playing of bingo games in the Clty of
San Bernardino. Section 5.36.060 of the City Code prohibits the playing of
more than two sessions of bingo in anyone week along with a $5,000.00 limit
in prize money in anyone session. The State law has no such restrictions
and !eaves this up to the local jurisdiction.
Since the inception nf bingo dt the local Indian reservation many local civic
'- and religious groups that used Bingo as a method of fund raising have been

THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO
4 DO ORDAIN AS FOLLOWS:

SECTION 1.
Section 5.36.060 of the San Bernardino
6 Municipal Code is hereby amended to read as follows:
7 "5.36.060 Operation of bingo game.
8 A bingo game shall be conducted only on property owned
or leased by, or donated to, the licensed organization or
9 association and used by it for an office or for performance of
the purposes for which the organization or association is
10 organized. Use solely for the purposes of conducting bingo games
is not an acceptable use. The bingo game shall be operated and
11 staffed only by members of the licensed organization or
association which organized the game, except that security
12 personnel may be employed. No person may receive or pay a
profit, wage, or salary from the receipts of any bingo game,
13 except that security personnel employed by the organization
conducting the bingo game may be paid from the revenues of bingo
14 games. Only the organization or association licensed to conduct
a bingo game shall operate such game or participate in the
15 promotion, supervision, or any other phase of such game. Bingo
games shall not be held:

A. For more than three sessions in anyone week; or
B. For more than five hours in any twenty-four-hour period; or
