STAFF REPORT
I recommend approval of the twinning of San Bernardino,
California with Roxas City, Philippines.
San Bernardino has a Filipino population of 10,000. The
Inland Empire through the Greater Inland Empire Filipino
Association brings the total population to 25,000.
The San Bernardino Sister City Committee will have a
diversified interaction of people with great support from the
Greater Inland Empire Filipino Association.
Attached is a request from the Republic of the Philippines,
City of Roxas, to become a sister City for San Bernardino,
California. Although this request was made on August 10,
1987, the Petition was not filed with me until 1988.
San Bernardino, regarding sister cities twinning over these
many years, has had a policy of identifying citizens' groups
which favor an affiliation and intend to pursue a meaningful
program, but groups must be in a position to finance their
own activities, as the City cannot give assurance of any
financial backing.
I also had to clear this with Sister Cities International,
making sure that this proposed sister City would not have a
Sister City affiliation with another U. S. city, and that the
San Bernardino Committee being formed would be composed of a
good ethnic distribution, bringing people from different
sectors of our community together. This has been completed
and a letter dated July 12, 1989, was sent to me by Ms. Juvi
Villar, who will be in charge of this committee.
I am well acquainted with the group who will be the officers
and board members for this committee. They are very
responsible and professional people, who I feel will develop
for our City cultural and economic ties.
Although Sister City groups are independent groups and non-
profit, the protocol requires that approval of a sister City
affiliation between both governing parties of City govern-
ments.
Sister cities International and the U. S. Department of State
are encouraging such relationships with the Philippines as
the "People to People" Program, which was originated in 1956
by President Eisenhower, is a very strong program emphasizing
development of mutual understanding, thus developing friend-
ship, economic and cultural cooperation for the United States
of America.

- WBEREAS, with a twinge of nostalgia for the years that'
had gone past, let this Body in retrospect as to the metamor-
phosis of the then Capiz, Capiz into the City of Roxas -
HTSTORY
The City is the provincial capital of
Capiz Province, a part of Panay Island where
Higuel Lopez de Legaspi settled when he
arrived from Cebu. In 1746, Capiz was made
the seat of the politico-military government
although it was still ecclesiastically con-
trolled by the Bishoporic of Cebu until
hay, 31, 1987 when a Royal Decree made the
province into an alcadia. It was once known
as the Municipality of 8apiz and it became
a chartered city on May 12, 1S<5l by virtue
of Republic Act No. 603 otherwise known as
the City Charter -,.;i th the late .Jon. Lorenzo
Arnalda as the first City hayor. This City
was named "Roxas City" in honor of its il-
lustrious son, the first president of the
~epublic of the Philippines, President
;.ianuel Acuna Roxas.

Roxas City is situated at the northeas-
tern tip o~ the ~sland of Panay withL~ ~he
coordinates of l22~5' loggitude and 11 35'
latitude. Its boundaries are: Visayan S a
or. the north, Municipality of Panitan on the
south, Municipality of Ivisan on the 1,.jest,
and Municipality of Pan-ay on the east. It
is located 375 miles southeast of l'lanila,
136 kilooeters northeast of Iloilo City and
56 kilooeters east of Kalibo, Aklan.

ECONOMY
Roxas City has baSically an agri-
based economy. Farming and fishing are
the major economic activities. These
economic activities claim 61.88% of the
Ci ty' s total land area. Although agricul-
tural, the City is now moving towards
commercialization as it is the center
of trade and commerce not only in the
province of Capiz but also in the
northern part of Panay Island. There
are thirty-seven (37) business"and
economic groups in the City. .lohe City
has a national port and an airport.
