BACKGROUND: The Department of Homeland Security/California Emergency Management Agency recently armounced the opening of the FY 2009 Homeland Security Grant (HSGP). As in prior years, the HSGP contains a specific allocation to the City of San Bernardino in the form of the Metropolitan Medical Response System (MMRS). The final allocation to the City of San Bernardino under the FY 2009 MMRS grant has not been determined, however, the city was requested to develop project requests based on the FY 2008 funding allocation of $321,221. Also, the San Bernardino County Fire Department will administer the grant and submit all surrounding local jurisdictions project requests to the Department of Homeland Security for approval. On June 8, 2009, the San Bernardino County Fire Department Office of Emergency Services notified the city of the availability of the Metropolitan Medical Response System (MMRS) funding from California Emergency Management Agency (attachment B). State and Federal Guidance for the FY 2009 MMRS grant emphasize the following eight (8) objectives and priorities: · Interoperable communications · Catastrophic plarming . Medical Surge . Citizen preparedness and participation . Mass prophylaxis . Critical infrastructure protection . Training for first responders . Food and agriculture safety Due to the short time frame, Fire submitted a list of projects to the San Bernardino County Fire Department Office of Emergency Services on June 19,2009. Therefore, the request has been submitted and we are requesting ratification of the submittal. Fire is requesting funding for training for first responders, interoperable communication, cardiac monitors/defibrillators, casualty simulation training equipment, citizens corps equipment, medical surge equipment, and pharmaceuticals (attachment A). I FINANCIAL IMPACT: Allocations for FY 2009 has not been released by the California Emergency Management Agency. So, the San Bernardino County Fire Department Office of Emergency Services has directed agencies to anticipate the same allocation as in FY 2008. Therefore, the City of San Bernardino anticipates receiving funding in the amount of $321,221 for the FY 2009 MMRS grant. There is no match requirement associated with this grant, as it is 100% federally funded. Payments for expenditures approved in the grant will be on a reimbursement basis. Thus, the City will request reimbursement for expenditures through the County subsequent to expenditures. RECOMMENDATION: Adopt resolution. 2 RESOLUTION NO. Overview The State and Federal Guidance for this year's grant emphasizes regional and collaborative projects. Enhance Agriculture, Food Systems & Animal Health Preparedness FY2009 HSGP Application Timeline The California Emergency Management Agency (CaIEMA) has indicated that the suballocations to the Operational Areas will not be available until June 26, Although we have not received the allocation amount, we anticipate that the FY2009 HSGP grant amount to be approximately the same amount as the FY2009 HOMELAND SECURITY GRANT June 8, 2009 Page 2 of 3 FY2008 HSGP grant. Due to the short timeframe we ask that you begin developing your individual projects now using the FY2008 HSGP grant amount. . Regional Collaborative Proposals due to OES . Review Proposed Equipment, Exercise, Training, Planning Projects . Release of Sub-allocations from CalEMA . MetroDolitan Medical ResDonse Svstem IMMRS) As in prior years, the FY2009 HSGP grant contains an allocation for MMRS. The MMRS allocation is onlv applicable to the City of San Bemardino (City), therefore, we request that the City start developing their MMRS projects based on the FY2008 HSGP grant amount. Project submittal process and/or requirements are explained below. 2. Trainina The FY2009 HSGP is requiring that 10% of the total grant funds be used for eligible training program activities. Training on new equipment will be allowed as part of the 10%. If the jurisdiction is requesting overtime and/or backfill reimbursements from the training category, please make sure that this is "clearly" identified on the training project form (Attachment A). Include a narrative of each of your training project proposals (Attachment E) that addresses a performance gap identified through an After Action Report/Improvement Plan (AARlIP) and/or contribute to a building capability that will be evaluated through an exercise. All information requested on the training roster must be provided in order to obtain additional approval from the CalEMA Training and Exercise Unit. Failure to do so may result in the disallowance of your proposed training project. 3. Exercise The FY2009 HSGP does not require a percentage allocation for exercise projects, but this category is still encouraged and recommended based on the needs of the Operational Area. Use Attachment B, jf requesting funding for an exercise. If the juriSdiction plans on hiring full or part-time staff, contractors or consultants, or incur overtime and backfill to support exercise activities, the costs for these activities must be clearly identified in the project request Use Attachment E to describe the exercise project in detail. Exercise projects require that the After Action Report and Improvement Plan must be posted within 60 days to the Corrective Action Plan System (CAPS) following the completion of each exercise. 4. EauiDment If requesting equipment, please use Attachment C to list the items being requested and Attachment E to describe each project in detail. It is very important that you provide the correct "Authorized Equipmeiit~st" (AEllri'iLlm6e~lBhdIAEL title! Failure to do so may result in the... disallowance of your proposed project. The Authorized Equipment List can be obtained at the Responder Knowledge Base website WNW. rkb. us. Please remember to separate tax and shipping charges. 5. Plannina/Personnel Costs All planning and personnel-related requests must be submitted using Attachment D. To qualify for this project, the jurisdiction must have a final product. Prolect Narrative (Attachment El As indicated above, please use Attachment E to describe each of your proposed projects. A separate form must be completed for each proposed project The project narrative must include the following infonnation: 1. A detailed description of your proposed project and how it supports the state priority indicated. 2. A detailed description on how the jurisdiction plans to manage the project. 3. A detailed description of the jurisdiction's performance timeline. Please make sure to factor in your planning document, your individual jurisdiction's purchasing policy and requirements. The timeline you proposed for your project will be reviewed and evaluated by the State for reasonableness. Hence, we suggest that you plan accordingly. Examoles of timeline: a. On (month, day, year), the jurisdiction will be requesting approval from the Board for accepting the grant award. b. On (month, day, year), mail out an RFP document to solicit vendor proposais. c. On (month, day, year), the jurisdiction will review all qualified bids and select a vendor. d. On (month, day, year), the jurisdiction will award the bid and procure the item, etc. 4. Indicate if your project will include a Sole Source and/or is an EOC Project. As a reminder, all sole source procurements and EOC projects require additional approval from the State. Please indicate in your project narrative and your project request worksheet if this is the case. And also contact our OES Grants Unit so they can provide you the "required" forms to be completed and submitted to the State for the additional approval.
