All four requests for action reviewed and recommended for approval

Recommended motion:
1. That one position of Electrician II be deleted from, and one positiol

You recently approved Wayne Overstreet's proposal to delete a
vacant Electrician II position in favor of a Maintenance
Carpenter in Public Buildings. The Electrician II is set at
salary range #1099 with the monthly salary ranging from
$2049~2496 while Maintenance Carpenter is at range #1085 with
the monthly salary ranging from $1722-2099. The salary
savings would be $397/month or $4764/year or counting the
reduced cost of fringe benefits (18% representing all except
medical insurance whose costs remain the same) total savings
would equal $468/month or $5622/year.
This action would decrease the number of Electrician II
positions from 3 to 2 and increase the number of Maintenance
Carpenter positions from 2 to 3.

I recommend that the Council Personnel Committee review this
request and that the full Council approve it.

Attached is a request from Purchasing to reclassify a vacant
Account Clerk II position to Purchasing Clerk. There are
currently two Purchasing Clerk and one Account Clerk II

Request the existing Account Clerk II position be changed to Purchasing
Clerk. Both positions are equal in salary range, therefore there will
not be a cost impact.
The Account Clerk II and the Purchasing Clerk are similar enough that we
are cross training those personnel assigned. The Account Clerk II
position is presently vacant.
It will be beneficial to expedite as soon as possible in order to cut
the cost of the temporary help that has been hired to absorb a portion
of the work load.

On July 5, 1989, the Council approved the Personnel Commit-
tee's recommendation that a vacant Methods and Standards
Expeditor II position be reclassified to Construction Inspec-
tor. Attached is a memo dated September 1, 1989, from Manuel
Moreno, Jr., requesting that his remaining Methods and
Standards Expeditor II position be reclassified to Public
Services Project Coordinator.

As we discussed, there is a

The Methods and Standards Operator II position was
established in 1983 after a special training program was
conducted to train individuals to develop standards for field
operations and to verify that the time and materials allotted
were properly planned and utilized. Once these programs were
developed, the need for the two positions evolved into two
avenues: field supervision and the necessity for project
monitoring forms, procedural guides, rules, improved records
and documentation.
This need was pointed out in the departmental study made by
Mr. Julian during 1986. Attached are two pages (22 & 23)
from the study, which discuss the activities the position of
Public Services Project Coordinator would be expected to
perform. Also attached is a copy of the Class Specification
for the position.
I am requesting at this time that the position of Methods and
Standards Expeditor II be eliminated and that the position of
Public Services Project Coordinator be added.

Attached is a memo from Annie Ramos dated June 8, 1989,
requesting the replacement of a Community Services Represent-
ative position with a Community Employment Specialist. Also
attached is a memo from Annie dated August 4, 1989, in which
the incumbent Community services Representative agrees to the
voluntary demotion from range #1087, $1759-2152/month, to
range #1083, $1681-2049/month, which such an action would
lead to.

Reference our Memo of June 81 19891 subject as above. It is recommended that
the Community Employment Specialist position be reinstated at Range 1083. This
will mean that the incumbent, Mrs. Betty Denmonl will be downgraded from
Range 1087. Mrs. Denmon should be placed in Step 4, Range 1083 which is the
same pay level as Step 31 Range 1087, th~ level she now occupies. This will
assure Mrs. Denmon that she will not 10~se any pay. In additionl she will be
eligible for merit increase review in November 1989 at which time she will be
considered for the increase to Step 5 in Range 1083.
The above steps will assure our employee, Mrs. Betty Denmon that the position
is being reinstated with the original requirements of the job as shown on her
classification task list which she completed in the 1985 classification study.
These steps will also assure her that there will be no loss in pay and that
she will maintain her current rate of pay with her normal progression to Step 5
in November 1989.
This position reinstatement with duties commensurate with the previous job
description and the expections of the incumbe~t have been discussed with
Mrs. Denmon. Following is a statement of understanding and agreement by Mrs.
Denmon:
"II Mrs. Betty Denmon, understand and I agree with the above request for re-
instatement of the Community Employment Specialist position at Range 1083 and
the request for voluntary downgrading from Range 1087. I also understand that
I will not lojise any pay and that I will remain at my current pay level of
$11.2557 per hour in Range 1083, Step 4 a~t I Wil~l. igible for Merit
