Authorization to execute Cooperative Agreement with State
of California for construction of entrance/exit ramps at
1-10 at Hospitality Lane.

Recommended motion:
That the Director of Public Works/City Engineer be authorized to
direct Boyle Engineering Corp. to provide extra services in connec-
tion with preparation of plans, specifications and estimate for
realignment of the ramp for Waterman Avenue, at Route 1-10, at an
estimated cost of $85,700.

The agreement for professional services with Boyle
Engineering Corporation, as approved by the Mayor and Cornmon
Council on 9-21-87, provides for the performance of "extra
services" that exceed the original scope of the project, or are
additional in nature to the original concept of the project.
These extra services are to be performed only after written
authorization by the City and will be paid for in accordance with
the billing rates contained in the original agreement.
Upon submittal of the 95% complete project drawings and
specifications, Cal trans, during their review, voiced concerns
regarding design, concept, limits of the project and other
aspects of the design that had not been previously addressed in
the approved proj ect Report, or any of the previous design
reviews.
These concerns were: (1) the transition area between the
existing on-ramp and the 1-10/1-215 interchange, (2) median
protection, (3) sign bridges, (4) need to provide a High
Occupancy Vehicle lane on the new entrance ramp, (5) metering
requirements on the existing ramp, '(6) additional signing for the
existing freeway ramps, (7) need for irrigation and landscape
plans and (8) adequacy of data contained in the project report.
After much discussion and several meetings, it was determined
tha t design variances would be sought for some items, but design
changes would be required to comply with Caltrans' current
requirements and to secure their approval on the remaining items.
The indicated changes in the plans, specifications and
estimates, corning at the time of early complete documents, will
cause major rework of these documents. Redesign of the bridge,
grades, transitions, signals and other items are all new items of
work. The Engineer has submitted a letter (attached) detailing
the estimated cost of the various modifications in the drawings
and documents. At the time this letter was prepared, several
items were still being discussed with Caltrans and no resolution
was yet reached. It is not possible to give a fixed dollar
estimate at this point in time. However, staff is recommending
that the Director of Public Works/City Engineer be authorized to
give written direction to the Engineer to proceed with the
necessary changes as required by Cal trans, to meet with the
engineer and establish an accounting method agreeable to both to
track the extra work and to approve progress payments for the
extra work. The present estimate for the extra work is
$85,700.00, while the original contract amount was $199,994.00.
Cost incurred for preparation of the design documents is
to be paid by the Redevelopment Agency, under terms of the
cooperative agreement with Caltrans. The cost incurred for con-
tract administration will be the responsibility of Caltrans.

Staff recommends approval of the authorization to direct extra
work.
URGENCY CLAUSE
It is essential that the Engineer be allowed to proceed with the
extra work so as to finish the project and allow the bidding
process to begin. The project is already several months behind
schedule and additional delays will likely impact development in
the Tri City area and traffic congestion in the City.

During our last project meeting on August 21, 1989, I committed to provide a revised
schedule for project submittal and the costs for additional services for the revisions
required by Caltrans in Bill Ojeda's letter of August 18, 1989. The purpose of this letter is
to provide the requested information. It is shown in tabular form below.

Therefore, in accordance with Section 3 of our Agreement for Professional Services, we
request written authorization for an increase to the Agreement in the amount of $85,658.
The costs for the Landscaping/Erosion Control Plans will be forwarded in a separate
request following the meeting to determine the required scope. Upon receipt of your
written authorization, we will proceed with the work in order to complete the project. We
would expect to deliver the entire project submittal in 14 weeks from written authorization.
