a) To date, the City has advanced approximately $325,000 from
its General Fund to keep the bondholders whole and to
protect the City's credit rating. This figure will
continue to rise if this project is further delayed.
b) The bondholders must be informed by no later than October
30, 1989, as to the City's intention of prepaying the
assessment district bonds, in order to avoid further
interest accruals. If we do not finalize this transaction
and notify the bondholders, the next payment of approxi-
mately $80,000 will be due in January, 1990.

During the classification study, in 1985, the duties of the
Community Employment Specialist were combined'with duties of
the former Community Service Representative, thus eliminating
the Community Employment Specialist position and reclassify-
ing the incumbent into the higher position. This action was
taken despite protest action on the part of the Community
Service Superintendent, the Community Center Manager and the
employee on the job. (See attached classification review
documents)
.
Since 1985, the need for a Community Employment Specialist
who concentrates only on employment, counseling, training and
referral has been proven. Therefore, I request that the
necessary action be taken to reinstate the Community Employ-
aent Specialist. A proposed job description is attached.
The Community Services Representative position is a valid
position for the overall community services function of the
department and should not be eliainated fro. the list of
positions. However, at this tiae,the position needed is
Community Employment Specialist. This will require reclassi-
fication action and possibly Y rating the incumbent employee.
Please advise as to what further action needs to be taken by
this office to effectuate the requested changes in
classification. Your assistance in this aattar is
appreciated.
