Subiect:
Resolution authorizing implementation of a "Residential Parking Permit" Program on Ash Street
and Live Oak Street west of Northpark Boulevard in the vicinity of California State University
San Bernardino.
Backeround:
Several residents of a tract of homes that is located directly across Northpark Boulevard from
California State University San Bernardino contacted Development Services Staff to complain
that students from the university are parking their vehicles on the streets in front of their homes
causing several concerns to the residents of this area. The concerns include long-term parking,
littering, confrontations with students when they block driveways and inability to put out their
trash cans due to parked vehicles. The residents requested that a residential parking permit
program be established on the streets in front of their homes. The residential parking permit
program requested would consist of establishing a "No Parking Except by Permit" zone whereby
vehicles displaying a permit are exempt from the parking prohibition.
Staff evaluated the area and determined that the problem is more prevalent on the section of Live
Oak Street between Ash Street and Sycamore Street and on Ash Street between Northpark
Boulevard and seven hundred (700) feet west of Live Oak Street. A petition was prepared by
staff that included the addresses of the properties located within these road segments. The
petition was circulated by the residents to gauge support for the requested residential parking
permit program. There are a total of twenty-nine properties within the requested area; sixteen
on Live Oak Street; and thirteen on Ash Street. Fifteen of the sixteen residents of Live Oak
Street and twelve of the thirteen residents on Ash Street signed the petition supporting the
implementation of a residential parking permit program.
In view of the support for the proposed program, staff recommends that a residential parking
permit program be established on the following streets:
. Ash Street between Northpark Boulevard and seven hundred (700) feet west of Live Oak
Street.
. Live Oak Street between Ash Street and Sycamore Street.
Staff recommends that the attached Resolution be approved authorizing the establishment of a
"Residential Parking Permit" program as referenced above.
Financial Impact:
The estimated cost of $ 3,000 for installing thirty "No Parking" signs will come from Account No.
001-402-5111 (Street Maintenance).

We, the residents of the above named streets do hereby petition the City of San Bernardino to implement a
"Residential Parking Permit Program" on the streets in front of our homes. Mv siJmature below indicates
support for the installation of the "Residential Parkin/! Permit" pro/!ram. I understand that if the program is
approved, "No Parking" zones will be implemented on the streets in front of our homes. Vehicles displaying a
