Motion: That R. Paul Allaire, Fire Department, be authorized
to attend a Fire Prevention Specialist I course at
the National Fire Academy in Emmi tsburg, Maryland,
August 1, 1988 through August 12, 1988.
Motion: That the City Administrator be authorized to execute
all out-of-state travel requests provided that said
travel has been included in the requesting depart-
ment's budget and received prior approval of the
Mayor and Common Council via the budget adoption
process.
RESOLUTIONS
Motion: That further reading of the following resolutions
be waived and said resolutions be adopted.
2. Resolution of the City of San Bernardino proposing an amendment to the
Charter of said City allowing the prosecution of certain State
misdemeanor and infraction violations by the City Attorney.
(See Attached)
Motion: That Items 1, 2, 3 and 4 as indicated on the
attached Staff Report be adopted.
3. Resolution of the City of San Bernardino submitting to the electors a
proposed Charter Amendment which would grant the City Attorney the
authority to prosecute certain violations of State Law which are
misdemeanors or infractions and requesting that such Special Municipal
Election be consolidated with the General Election conducted by the
County of San Bernardino. (See Attached)
4. Resolution of the City of San Bernardino amending Resolution No. 87-60
entitled in part "Resolution. . adopting procedures for compliance
with the new provisions of the Ralph M.Brown Open Meetings Act"; to
limit the total period of public comments to forty-five minutes, to
prohibit "sharing" of time, to prohibit discussion of any item which
does not appear on the agenda, to place the "Public Comments on items
not on Agenda" as the last item on the agenda, and to require that
agenda items be spoken to when called and prohibit discussion of items
listed on the agenda during the "Public Comments" time. (See Attached)
5. Request for Closed Session to discuss labor relations matters.
Motion: That the Common Council recess to Closed Session to
meet with its Designated Representatives regarding
labor relations matters pursuant to Government Code
Section 54957.6.

6. Request for Closed Session to discuss pending litigation.
Motion: That the Common Council recess to Closed Session
to confer with its attorney regarding pending
litigation pursuant to Government Code Section
54956.9(b)(1), as there is significant exposure
to litigation.
7. Request for Closed Session to discuss pending litigation.
Motion: That the Common Council recess to Closed Session
to confer with its attorney regarding pending
litigation pursuant to Government Code Section
54956.9(c), so that Council may decide whether
to initiate litigation.

pursuant to Government Code Section 59456.9(a) to
confer with its attorney regarding pending litiga-

9. Adjourn Meeting.
Motion: That the meeting adjourn to Monday, August 1, 1988,
at 9:00 a. m., in the Council Chambers of City Hall,
300 N. "0" Street.
"NOTICE: Any member of the public may address this meeting of
the Mayor and Common Council on any item appearing on the agenda,
by approaching the microphone in the Council Chambers when the
item about which the member desires to speak is called, and by
asking to be recognized. Any member of the public desiring to
speak to the Mayor and Common Council concerning any matter not
on the agenda but which is within the subject matter jurisdic-
tion of the Mayor and Common Council, may address the body at
the beginning of the meeting, during the period reserved for
public comment. A five-minute limitation shall apply to each
member of the public, unless such time limit is amended by the
Common Council. The Mayor and Common Council may refer any
items raised by the public to staff, or to any commission,
board, bureau or committee for appropriate action or have the
item placed on the next agenda of the Mayor and Common Council.
However, no action shall be taken on any item which does not
appear on the agenda unless the action is otherwise authorized
in accordance with the provisions of subdivision (b) of Section
54954.2 of the Government Code".
Completion of a public speaker information form, located at the
entrances to the Council Chambers, stating the name, address,
phone number of the petitione~ and the nature of the subject to
be addressed will not only assist the City Clerk in correctly
identifying that individual for the public record, but will enable
the Mayor to assure the petitioner an opportunity to sp~ak.
