Subject:
Authorize the Director of Development Services to execute Contract Change Order No. One with
Cooley Construction, Inc. for Street Improvements on Kendall Drive from Bailey Court to
Wagonwheel Road (SS06-35), Per Project Plan no. 11428.
Background:
This segment along Kendall Drive needed to be widened in order to provide additional capacity
and travel lane continuity. In order to provide a continuous accessible path of travel it was
necessary to acquire right-of-way and install a 4-foot wide sidewalk on the northerly portion of
Kendall Drive.
Change Order:
During construction of the project the contractor encountered the following conditions:
1. Two of the three fire hydrants would have to be relocated to accommodate an existing utility
pole. It was necessary to replace two of the three fire hydrants to a dry barrel type for safety,
because the relocation spot was directly under the high voltage power lines. Due to the fire
hydrant replacement the contractor needed to remove the old fire hydrant runs at the
mainline, and connect a new valve to the existing mainline to allow water to flow to the
relocated fire hydrants. The additional work was completed at a cost of $20,009.00.
2. The bid called for three fire hydrants to be replaced, two of the three fire hydrants needed to
be replaced with a dry barrel type for safety due to the high voltage power lines. Two of the
fire hydrants in the original bid were not used; as a result the City had a credit of $5,300.00.
3. During construction it was determined that eleven water meters needed to be replaced. The
original design plans only showed that seven water meters needed to be replaced. The
additional work was completed at a cost of $3,200.00.
4. During construction it was determined that five of the eXlstmg water meters included a
pressure-reducing valve (PRY) that was not previously known. It was necessary to relocate
the PRY behind the property line. The additional work was completed at a cost of $2,500.00.
5. During construction it was determined that the property located at 2548 W. Kendall Drive
had two services instead of one, which is typical, located off the back of the water meter. It
was necessary to relocate the additional I" service. The additional work was completed at a
cost of $600.00.

6. During construction it was determined that two Italian Cypress trees needed to be removed in
order to allow the new improvements to be constructed. The additional work was completed
at a cost of$I,IOO.OO.
7. During the brush clearing operations the contractor came across a sewer clean out and hose
bib were not previously known. It was necessary to relocate the sewer clean out and hose bib
to private property before construction could take place. The additional work was done at a
cost of $2, I 00.00.
8. After the brush clearing operations of the existing landscaping it was determined that 80
linear feet of existing chain link fence would have to be installed because the existing fence
was too deteriorated to relocate. In order to match the newly constructed chain link fence the
contractor was directed to remove the existing chain link gate and construct a new chain link
gate. The cost to remove and construct a new chain link fence with a gate was $2,510.00.
9. Due to the new chain link gate the City had a credit of $740.00. The bid documents originally
required the contractor to relocate the chain link gate.
10. In order to make a smooth transition between Bailey Court and Pine A venue it was necessary
to add additional striping. The additional work was completed at a cost of$I,480.00.
II. In order to acquire the necessary right-of-way located at 2532 Kendall Drive an agreement
was made to plant four pine trees at this location. The trees were planted at an additional cost
of $1 ,368.00.
Financial Impact:
The revised estimated project costs are as follows:

This change order represents a net increase of 7.07% of the original contract amount. There are
sufficient funds in the project account to cover this change order.

During construction, it was determined that 2 fire hydrant runs would have to be
relocated & all 3 fire hydrants would have to be replaced. The plans required the

would then become inoperable. It was necessary to replace all 3 fire hydrants to a dry
barrel type for safety. as the relocation placed the hydrant directly under the high
volta"e power lines.

contractor was required to remove the old runs at the mainline and blind flange the
connection.

pressure-reducing valve (PRV). It was necessary to relocate the PRY behind property
line.

constructed.
Relocate Sewer Clean Out and Hose Bib
1-9 During clear and grub operations, a sewer clean-out and hose bib were discovered. It
was necessary to relocate the sewer clean-out and hose bib to private property.

1-10 After the contractor completed the clearing and grubbing of existing landscaping, it
was determined that 80 !.f. of existing chain-link fence was too deteriorated to
relocate; therefore, the contractor was reauired to replace the chain-link fence.
