Description: Council Notes: Agenda Item No. /1 . 10 -~;dO/f CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT SUBJECT: Resolution ratifying the submittal of Transportation Development Act (TDA) Article 3 Application to San Bernardino Associated Governments (SANBAG). BACKGROUND: The San Bernardino County Transportation Commission, also known as SANBAG, is the transportation planning agency for San Bernardino County. In August 1999, the SANBAG Board approved a policy that 20 percent of the TDA Article 3 funds be made available for projects that improve access to bus stops for pedestrians and persons with disabilities. The remaining 80 percent would be available for pedestrian and bicycle facilities. On May 4,201 I the SANBAG Board authorized the release ofTDA Article 3 Call-for-Projects for both Pedestrian/Bicycle Projects and Transit Stop Access Improvement Projects. A total of $5,162,000 in bicycle and pedestrian funds are estimated to be available for this year's Call-for- Projects. The Engineering Division has nominated a project for this year's TDA Article 3 Call-for- Projects that consists of the addition of Class 11 bike lanes along "G" Street, from Inland Center Drive to Rialto Avenue and along Rialto Avenue between "G" Street and "E" Street. This project is in the first priority group of the 201 I Non-Motorized Master Plan. This project is intended to provide connectivity to the existing bike lane along Inland Center Drive. There is a 15 percent local match proposed in the grant application. The total project cost is estimated to be $60,000, which includes a local match of$9,000. FINANCIAL IMPACT: The City's local match will be funded by Gas Tax (HUTA) and/or Measure I. If the nominated project is selected, an additional action will be necessary to amend the Capital Improvement Program (CIP) and the budget to fund the City's match. RECOMMENDATION: Adopt Resolution. The existing Class I bicycle lane along Colton A venue and Inland Center Drives sees substantial use by cyclists. An extension of this route to San Bernardino's downtown area will likely result in an increase in use. PLEASE DESCRIBE HOW TIlE PROJECf IS SITUATED WITHIN THE REGIONAL SYSTEM: A Class I bicycle lane now exists between the City of Colton and the City of San Bernardino along Colton Avenue and Inland Center Drive. The bicycle lanes will improve pedestrian safety by giving cyclists a safer alternative to riding on sidewalks. The proposed project will be designed to meet or exceed the minimwn standards identified in the Caltrans Highway Design Manual. EXPLAIN THE MULTIMODAL OR TRANSIT SYSTEM CONNECTIVITY PROVIDED BY THIS PROJECT: The project will connect to the future SBX rapid transit corridor and the proposed Transit Center / MetroLink Station at the corner ofRialto Avenue and "E" Street.
