CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
Staff Report
Subiect
Resolution of Mayor and Common Council of the City of San Bernardino authorizing the
execution of an Agreement for the California Highway Patrol San Bernardino to use the City of
San Bernardino Police Department's firing range.
Back2round
California Highway Patrol (CHP) San Bernardino currently has an agreement in place with San
Bernardino Police Department (SBPD) to use the SBPD's Pistol Range for monthly
qualifications and training of its 28 traffic officers assigned to night watch shift and request that
the agreement be continued.
CHP San Bernardino does not have its own firearms range. On a contractual basis CHP San
Bernardino presently utilizes the firearms facility of the San Bernardino Sheriff's Department for
monthly qualifications and training of its personnel. Lack of access and restrictive hours of
operation of the Sheriffs Department range is problematic for CHP San Bernardino.
CHP San Bernardino is incurring significant monthly overtime costs associated with its night
watch patrol officers holding over after their work shift (6 a.m.) and waiting for the San
Bernardino Sheriffs Department range to open for business at 8 a.m. An even more important
concern CHP San Bernardino leaders wish to remedy is to have their night watch patrol officers
train and qualify with firearms during night time hours, an element and factor which night watch
officers encounter during their tour of duty.
The CHP will supply a rangemaster (certified and credentialed), all targets, ammunition, and
range-related safety equipment. All CHP participants will conduct themselves in accordance
with range rules and regulations as outlined in the contract. CHP San Bernardino will utilize the
San Bernardino Police Department's pistol range two days each month.
The use of the San Bernardino Police Department's Pistol Range by CHP San Bernardino will
not impact the San Bernardino Police Department's ability to qualify its own officers throughout
the year.
Financial Impact
None. Due to the professional working relationship between SBPD and CHP here are no annual
fees associated with the use of the SBPD Pistol Range by CHP. CHP has consistently provided
in-kind services in recent years for a variety of special events and directed enforcement efforts.
