Background:
At their meeting on June 16,2009, the Ways and Means Committee heard a presentation by Rita Arias relative
to her plans to hold an Smart Farmer's Market during the summer months called "El Mercadito". The proposed
event will be held on 13 consecutive Sundays at La Plaza Park beginning July 5 and ending September 27,
2009. Ms. Arias is requesting a waiver of City fees in connection with the event, which are estimated below:

The itemized services above represent the total commitment of the City. All other equipment and personnel
necessary to the event will be provided by applicant at no cost to the City. The Ways and Means Committee
recommended that actual costs incurred (*) by the Parks, Recreation, and Community Services Department and
Public Services Department be transferred from the Civic and Promotion Fund to the respective departmental
budgets. In the "El Mercadito" event does not take place on all of the 13 weeks as proposed, the departments
will be reimbursed on a per week basis for each week the event takes place.
No sworn police officers will be provided; however, the Police Department will provide reserve officers during
the event hours for its duration.
The applicant has agreed to furnish a refundable clean up deposit in the amount of $300 and damage/liability
insurance in an amount to be determined by Risk Management.
Financial Impact:
Total reimbursement from the Civic and Promotion Fund to the Parks, Recreation, and Community Services
Department (up to $2,899) and to the Integrated Waste Management Division (up to $897), will be based on
$292 per week, not to exceed a total of $3,796. The City's in-kind contributions for
"El Mercadito" will total $622 for each week the event is held, in an amount not to exceed $8,086.
Recommendation:

LETTER OF AGREEMENT FOR USE OF LA PLAZA PARK FOR "EL MERCADITO" JULY 5 THROUGH
APPROXIMATELY SEPTEMBER 30th. 2009
The following fees, computed on a daily basis and based upon a 6-hour day, hours 10:00 a.m. to 4:00 p.m., will
be absorbed by the City in providing the following services to the event:
PARK DEPARTMENT FEES
Electricity Use $25.00 per day (not by the hour)
Park Rental $350.00 per day (not by the hour)
Special Event $200.00 per day (not by the hour)
Staffing Cost $33.00 per hr (6hr.). This includes cleaning and locking up of park restrooms; cleaning the kiosk,
make sure electrical plugs are operable*; put up in front of curb "Parking for Farm Vendors only"; provision of
3 additional park tables and benches. *Parks suggests applicant provide generator to allow for heavy electrical
usage by vendors which could overtax capacity of electrical plugs.
Gazebo Use - $72 per day
REFUSE DEPARTMENT FEES
Refuse service on two (2) 3 yard bins $69.00 per day.
POLICE DEPARTMENT

The itemized services above represent the total commitment of the City to the event in the amount of$II,882
($914 per day for 13 weeks).

Project Description:
The city of San Bernardino is located in the interior region of the state, also known as the Third
Califomia, a term used by Brookings Institute to describe the health disparities in social, health,
and economic indicators between sub-regions in California (Kotkin & Frey, 2007). The city of
San Bernardino, is witnessing a poverty rate of 15.8%, but for Latinos it is 34.9%, which far
exceeds the overall poverty rate of the nation at 12.4% (U.S. Census Bureau, 2005).
Furthermore, it is estimated that 25% of adults residing in San Bernardino are considered obese
of which a staggering 29% of the Latino sub-group are considered obese (Albright, Black and
Lopez-Payan,2006). This health constraint poses a significant disease burden as obesity often
leads to increase risk of other health complications. Similarly, every year approximately 16,000
people die of diabetes or related complications in the county of San Bernardino (Diaz, 2005 &
Regional Economic Development Board, n.d.). Of these, approximately 25% are Latino, the
highest ratio for any minority group (Albright, et a!., 2006). It is noteworthy to mention that few
Latinos are screen for diabetes and even fewer access diabetes healthcare. To address several
pressing health issues prevalent among Latinos residing in the zip code of 92411, who compose
roughly 71.6% of the population according to a 2000 census report (ESRl, 2000), we propose a
Certified Smart Farmer's Market or "Mercadito".
The proposed Certified Smart Farmer's Market or "Mercadito" aims to use several neighborhood
grown sources of fruit and vegetables by collaborating with local growers. The proposed
certified farmer's market will be located at the Placita Park situated between 7'h Street and
Victoria Avenue. This collective effort will enrich the community and allow local community
members to participate in numerous activities, which will take place on the weekends starting
June 21,2009 through October 25,2009. The "Mercadito" Certified Smart Farmer's Market is
the anchor program of a multi-prong strategy to address health disparities and includes the
following components: healthy cooking, diabetes prevention education, physical activity, and a
community garden, all which lead to improved lifestyle changes in an effort to reduce health
disparities.
A renowned Latina chef from the community of San Bernardino will provide healthy cooking
classes focused on culturally appropriate cuisine. This Chef has agreed to donate part ofthe
costs and has committed to teaching cooking classes for the community members. The main
goal is to educate participants on the diverse methods of healthy cooking. Furthermore,
incorporating diabetes prevention classes will allow community members to understand and
detect the signs of diabetes. As such, to prevent or delay the onset of the disease, it is important t
inform then about prevention methods such as increased physical activity. All of these classes
will take place at the community recreational center. Those who will teach the exercise classes
will do so in a voluntary basis.
The federal funds are requested for all the project activities. The "Mercadito" project will be
focused on homegrown produce. As, such, we will ensure that we meet the rules and regulations
required to become a Certified Farmer's Market (CFM) requesting approval by the County
Agricultural Commissioner. The volunteer driven project will serve aw a portal into the
community. In a predominately Latino community, we aim to establish strong ties with Latino
networks (stores, churches, media) that allow for effective dissemination of information and
project promotion. Ultimately, the main goal of the Certified Smart Farmer's Market or
"Mercadito" project is to promote healthy life styles among Latino families.
A walking club is currently being developed as well as a community garden.
