BACKGROUND: The Department of Homeland Security Grant seeks to build on progress towards enhancing the capabilities of state and local first responders by providing funding for emergency prevention, preparedness, and response personnel to prevent, deter, respond to and recover from threats and incidents of terrorism. The Department of Homeland Security has consolidated the administration of several grant programs within one application package. The San Bernardino County Fire Department, Office of Emergency Services is required to administer the grants. During the FY 2008 Homeland Security Grant process, San Bernardino County Office of Emergency Services (OES), awarded each city within the operational area a sum of $5,000 to upgrade computers in their respective emergency operations centers (EOe). On May 19, 2009, OES sent a memo advising that the available grant funding was increased to $9,602. Also, that the EOC request forms must be submitted by June 10, 2009 to OES (attachment A). Our intent is to invest the $9,602 in the purchase of three to four new computers capable of supporting the requirements of the new emergency management software and applications such as WebEOC. The Fire Department is consulting with Mike Eckley, Public Safety IT Manager, in regards to specifications. The performance period of the grant is from June 10,2009 until October 31,2009. FINANCIAL IMPACT: The City of San Bernardino will receive funding in the amount of $9,602. There is no match requirement associated with this grant and is 100% federally funded. Payments for expenditures approved in the grant will be on a reimbursement basis. Therefore, the City will request reimbursement for expenditures through the County subsequent to expenditure. DENNEN FA Chief County FIIlI Warden May 19, 2009 TO: CITYITOWN EMERGENCY MANAGERS SAN BERNARDINO COUNTY FIRE CHIEFS SUBJECT: FY 2008 HOMELAND SECURITY GRANT (HSGP) UPDATE ON EOC AND FIRE JURISDICTION PROJECTS -- TIME SENSITIVE DEADLINES __ This correspondence contains critical and time sensitive information for both the EOC and Fire jurisdictions' individual projects for the FY2008 Homeland Security Grant Program (HSGP). EOC Outfittina Proiects During the FY2008 HSGP application process and as a result of the additional HSGP funding received by the Operational Area (OA) , the Approval Authority authorized the Office of Emergency Services (OES) to increase the budget of the EOC Outfitting projects (from $125,000 to $240,050). Because of the increased funding, each EOC jurisdiction received an additional $4,602 allocation, from $5,000 to $9,602. Due to the short timeline in submitting the FY2008 HSGP application to the California Emergency Management Agency (CaIEMA) last August 2008, OES was unable to send out another project call letter for the extra funding. To ensure that each jurisdiction received their equal share, OES included a hardware/computer project just as a place holder in the HSGP application. On March 9, 2009, our office sent out an email to all EOC contact persons regarding the approved EOC projects. Please review the equipment list that was attached to make sure that the projects approved by CalEMA met your jurisdiction's needs. Please note that the EOC Outfitting projects performance deadline is October 31, 2009. Fire Jurisdiction Proiects During the FY2008 HSGP application process, the Approval Authority recommended allocating $168.552 to each Fire jUriSdiction within the Operational Area with a population of less than 30,000. Our office sent out a call letter on July 10, 2008, however, not all jurisdictions responded to this request. Therefore, OES included a hardware/computer project for those jurisdictions that did not respond to the request just as a place holder. On February 19, 2009, our office sent out an email to all 17 Fire jurisdictions notifying them of the approved projects included in the FY2008 HSGP. Please review the equipment list that was attached to make sure that the projects approved by CalEMA met your jurisdiction's needs. As the OA is only allowed one modification per quarter, we ask that all modification and EOC request forms be submitted to our office no later than June 10, 2009 at 5:00 p.m. Any late requests will be included in the next quarter.
