The Redevelopment Agency of the City of San Bernardino ("Agency") owns the California Theatre of the
Performing Arts ("Theatre") and contracts with the Theatrical Arts International ("Manager") through a

The Manager uses the services of Southern California Bindery & Mailing, Inc. to address the brochures
and deliver the brochures to the U.S. Post Office for mailing. However, before the U.S. Post Office
accepts the brochures for mailing, they must have payment for the postage.
The third-class postage for the 150,000 brochures is $46,410 and per the Agreement with the Manager, it
is to be paid directly to the U.S. Postal Services.
