That Civic and Promotion funding in the amount of $30,000 be authorized to conduct the
2009 4th of July Parade, the Court Street Square Family Celebration and the Fireworks
Spectacular Celebration at the Arrowhead Credit Union Park.

Staff Report
Subiect:
Request for Civic and Promotion funding in the amount of $30,000 for the 2009 4th of
July Parade, the Family Celebration at Court Street Square and the Fireworks Celebration
at Arrowhead Credit Union Park.
Backeround:
The Parks, Recreation and Community Services Department has successfully co-
conducted 4th of July celebrations since 1990. For several years, the City jointly
sponsored 4th of July events with the Inland Empire 66ers of San Bernardino. Last year,
the evening included a baseball game, street fair, musical entertainment and fireworks
spectacular show.
In an effort to continue the tradition enjoyed by City residents in the past, the 2009 4th of
July event will again include an evening parade (4 p.m. - 5:30 p.m.) that will travel south
on "E" Street from 6th and end at 2nd Street. A family celebration at Court Street Square,
which includes various bands and vendors, immediately follows the parade. A Fireworks
Spectacular show at the Arrowhead Credit Union Park will take place at the conclusion
of the game. Participants will be allowed free access to the lawn after the close of the
66ers vs the Lancaster Jet Hawks game, which begins at 7:05 pm.
Full and part-time staff will assist with the production of this year's event.
Both the Fire and Police Department have conducted a detailed analysis of the event and
have given the committee a cost breakdown that is included in the proposed 2009 4th of
July budget. The safety concerns related to fireworks and crowd containment have been
addressed.
Additionally, the Mayor's Office is coordinating the parade in conjunction with the 4th of
July celebration. The parade timing will be coordinated with the events taking place at
Court Street Square and the Stadium.
The following is a Comparison Chart of the costs associated with previous 4th of July
celebrations, as well as the proposed costs for the 2009 4th of July celebration.

Financial Impact:
The 4th of July Celebration event would be funded out of the Civic and Promotion Fund in the
amount of$30,OOO.
The 66ers have committed to contribute in-kind services including use of the stadium, parking
lot, sound system, lighting, electricity and staffing to close and clean up, as well as 40 general
admission tickets to the game. The 66ers have placed a value of $50,000 on the in-kind
contributions. Additionally, the 66ers will be contributing $9,000 toward the cost of the
fireworks display.
Recommendation:
That $30,000 in Civic and Promotion funding be approved to conduct the 2009 4th of July
Parade, Court Street Square Family Celebration and Fireworks Spectacular at the Arrowhead
Credit Union Park.
