Staff Report
Subject:
Resolution ratifying submittal of the Funding Request Form to the Department of
Conservation, Division of Recycling for California Beverage Container Recycling and
Litter Reduction Activities.
Background:
The California Beverage Container Recycling and Litter Reduction Act provides funding
to local governments for specified beverage container recycling and litter reduction
activities that encourage communities to recycle beverage containers.
The Funding Request Form for Beverage Container Recycling and Litter Reduction
Activities, if approved, will provide $53,358 for continued implementation and promotion
of beverage container and litter reduction activities within the City. The City has
received block grant funds from the Department of Conservation, Division of Recycling
for the last eight years.
Proposed projects include continued implementation of the beverage container
recycling program at California State University, San Bernardino, Soccer Complex, and
the San Bernardino Valley College. Additional projects include the expansion of
commercial commingled and multi-unit beverage container recycling, the school
education program, and the public education campaign to promote beverage container
recycling and litter reduction.
The Council Ad Hoc Grants Committee considered this item and has recommended
approval. The grant application was submitted electronically to the Department of
Conservation on April 8, 2009. The grant term is July 1,2009 through June 30,2010.
Financial Impact:
The funding amount is $53,358. There are no matching funds required by the City.
Recommendation:

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO RATIFYING SUBMITTAL OF THE FUNDING REQUEST FORM
TO THE DEPARTMENT OF CONSERVATION, DIVISION OF RECYCLING FOR
CALIFORNIA BEVERAGE CONTAINER RECYCLING AND LITTER REDUCTION
ACTIVITIES.
WHEREAS, the people of the State of California have enacted the California
Beverage Container Recycling and Litter Reduction Act (Public Resources Code Section
14500 et. seq.) that provides funds to cities and counties for beverage container recycling and
litter cleanup activities;
WHEREAS, the California Department of Conservation, Division of Recycling
("Division") has been delegated the responsibility for the administration of the program within
the State, setting up necessary procedures for cities and counties or their designees under the
program;
WHEREAS, Per Section 14581 (a)(4)(E) of the California Beverage Container
Recycling and Litter Reduction Act. the eligible participant must submit the Funding Request
Form by the due date and time in order to be considered to receive funds from the Department
of Conservation, Division of Recycling;
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That the Mayor and Common Council of the City of San Bernardino
ratify the submittal of the Grant Application Form to the California Department of Conservation,
Division of Recycling (attached hereto as Exhibit "A" and made a part hereof). The City
Manager or his designee. is hereby authorized to execute in the name of the City of San
Bernardino all necessary forms for the purposes of securing payments and to implement and
carry out the purposes specified in the Section 14581 (a)(4)(A) of the California Beverage
Container Recycling and Litter Reduction Act and provide information regarding this program
to the Division upon request.

Project Description
Continued funding for expansion of bottles and cans recycling programs at California State University, San Bernardino,
San Bernardino Valley College, and Soccer Complex. Continue the promotion of recycling at the Arrowhead Credit Union
Park, special events and venues. Local businesses and schools will be assisted to begin bottle and can recyding
