SUBJECT
Resolution ratifying the submittal of an on-line grant application for the FY 2011 Assistance to
Firefighters Grant Program submitted to the Department of Homeland Security in the amount of
$173,200.
BACKGROUND
The Department of Homeland Security (DHS) has announced the availability of grant funding
for Fiscal Year 2011 Assistance to Firefighters Grant Program (AFGP). AFGP provides
financial assistance directly to fire departments to enhance their capabilities with respect to fire
and fire-related hazards. AFGP seeks to support organizations that lack the tools and resources
necessary to more effectively protect the health and safety of the public and their emergency
response personnel with respect to fire and all other hazards. DHS will provide a higher level of
consideration to departments with significant numbers of emergency incidents. Also, to
departments that have significant target hazards such as the County Seat assets, major railway
arteries, and major industrial complexes our City has within its boundaries.
The 2011 AFGP funding is available for the following grant program areas:
1. Operations and Firefighter Safety
2. Firefighting Vehicle Acquisition
3. Regional Application
AFGP will not fund operating budgets or construction. The on-line grant application period
opened on August 15, 2011 and the deadline to submit is September 16, 2011. The performance
period for the grant will be twelve (12) months from the date of the award.
The Fire Department is requesting ratification of the submittal of the 2011 on-line grant
application. The Fire Department submitted an application under the Operations and Firefighter
Safety for two activities (attachment A). The Fire Department is requesting funding for an in-
mask radio communication system for all incident supervisors and for the replacement of current
self-contained breathing apparatus (SCBA) cylinders that will be reaching the end of its service
life.
In-Mask Radio Communications System
Fire operations frequently require personnel to work in atmospheres that are classified as
Immediately Dangerous to Life and Health (IDLH). In such environments, OSHA requires that
firefighters wear an array of personal protective equipment, including an SCBA. Because the
face-piece (Mask) of the SCBA creates an air-tight seal around the mouth and nose, verbal
communications from the wearer are often muffled and incomprehensible. This is particularly
noticeable when transmitting information over radios. This compromised communication often
results in the loss of key pieces of information during critical phases of emergency operations.

NIOSH has identified such lapses in communication as one of the leading causes of firefighter
fatalities during emergency operations.
The In-Mask Radio Communications System (RCS) we are requesting effectively allows
firefighters to transmit and listen to important information on the emergency scene. The system
links the SCBA face piece to the 800 MHz portable radio, so the user can realize two-way
communication nearly hands free. The RCS includes a microphone inside the nose cup for better
transmission, a 70 dB amplified ear speaker, and a Push-to-Talk button they can easily depress in
the working environment. Unlike most other radio communication accessories, the Honeywell
RCS radio system is NIOSH compliant (NIOSH 42 CFR Part 84NFPA 1981, 2007 Edition) and
is intrinsically safe for explosive atmospheres.
This system is the only one that can interface with our present SCBA system and is compliant
with Federal regulations: NIOSH 42 CFR Part 84NFPA 1981, 2007 Edition. The radio
communications system can be used in all hazard environments due to its intrinsically safe
certifications.
Replacement of Self Contained Breathing Apparatus Cylinders
The Fire Department frequently has incidents that pose an IDLH atmosphere to firefighters.
These incidents require the use of SCBAs with attached cylinders to enter these atmospheres as
required by OSHA standard(29 CFR 1910.134).
The air cylinders used by the Fire Department are of a composite construction (usually carbon-
fiber wrapped). The composite cylinders are the lightest in weight and are therefore preferred by
fire departments. However, the cylinders have a rated lifespan of 15 years, after which they must
be taken out of service. Currently, the Fire Department has 122 air cylinders that will soon expire
and will require replacement. To offset this operational cost, the Fire Department has applied for
the grant to seek funding in replacing the SCBA air cylinders.
FINANCIAL IMPACT
The total amount required to purchase the needed equipment is $173,200. The Department of
Homeland Security will fund $138,560 (80%) and the City is required to match $34,640 (20%)
of the cost. If the City is awarded and accepts the 2011 AFPG, the City's matching portion of
the funding will need to be included in the FY2012/2013 budget.

We respond and receive mutual aid/automatic aid from surrounding agencies. These agencies are assigned to various divisions
and groups on incidents that occur. We are applying for grant funding that will allow us to purchase in-mask radio equipment that
will allow personnel on scene to receive and transmit radio transmissions. Our present radio system is extremely poor in
incidents that require personnel to wear their SCBA masks. They have a very difficult time hearing due the radio being in their
pockets and working at the same time, or their ability to work is hampered if they are carrying their radio with one hand. They
also have difficulty in transmitting with our present portable radio system with the SCBA mask due to the inability to clearly
communicate through their mask. With the radio communication system we are hoping to purchase, it allows all users to hear all
transmissions because the listening device is attached to the mask adjacent to their ear and radio speaking device is built into
the cone of their mask. When other agencies respond into our jurisdiction or when they respond into ours, our personnel will now
be able to hear and transmit important messages from their scene supervisors to dissiminate to other the other agencies
assigned to the incidents.
In addition, we are requesting to replace 122 of our SCBA cylinders that are nearing their service expiration dates. As a City that
relies on the mutual aid system to mitigate incidents, other agencies will be able to use our cylinders during incidents when theirs
have been expended.

The Sperian Respiratory Protection Radio
Communication Systems we are requesting grant
funding for is approximately$1000 per unit. In
order to outfit our Chief Officers and Captains
who will be charged with communicating on the
emergency scene, we will need 100 of these
units. Because this system is an integral part of
the SCBA mask, the price point is set by Sperian
Respiratory Systems and will be sought as a sole
source vendor. This was the only device we
researched that met the intrinsically safe
characteristics we need for our all risk response
department. In addition, this was the only product
we found that allowed emergency personnel to
communicate with surrounding personnel using
amplification device attached to the SCBA
„isk. The final feature the Sperian Radio
Communication System offered was the users
were able to quickly connect the radio to the
SCBA mask without delay or difficulty. The other
devices we researched, such as bone mics and
throat mics, had limitations due to its functional
characteristics. The bone mics were able to
transmit and receive through the ear piece, but
were not able to amplify the user's voice to the
nearby personnel. The personnel who tried these
types of products also reported that the wires
caused a delay in response and easily caught on
common construction debris found in most
structure fires or rescue scenes.

cut 4 million dollars from our general fund which
will have a great impact on the Fire Department
budget.

fire engines and truck companies which equates
to delays in attacking structure fires, resulting in
increased dollar loss rates and mortality rates
due to fire, and increased risks to firefighter

communications. There are less firefighters
available to adequately provide a constant risk
assessment on the fireground. The

greatly assist in broadcasting ever changing fire
conditions to all levels of ICS on the fire.

San Bernardino City has a population of over
" x,000 people that is diverse and has many
et hazards. The target hazards include a
major railway hub and commuter train facility;
three major highway arteries (1-10, 1-215, and 1-
210 freeways); County Seat buildings including
Caltrans and Courthouses; and numerous large
industrial buildings. Due to these target hazards
and frequency of which our personnel use the
SCBA, the San Bernardino City Fire Department
is requesting funding for NIOSH approved In-
Mask Communications devices. These devices
designed and sold by Sperian Respiratory
Protection USA amplify voice transmissions
through the cone of the SCBA facepiece; and at
the same time allows the user to effectively hear
radio transmissions with their strategically
designed amplifying earpiece that attaches to the
SCBA facepiece.
Our present system is does not meet the
standard set forth by NFPA 1561, "Standard for
Fire Department Incident Management System,"
1990 Edition, addressed communications in
Chapter 3-6. Chapter 3-6.4 required that
communication systems follow a standardized
method of transmitting emergency messages and
notifications of imminent hazards to all levels of

The San Bernardino City Fire Department
conducted a department wide survey in
accordance to the development of our Stratgic
^'-ln. The survey revealed that the number one
.e at our department was in-mask
communications on the fireground. Personnel
found the present system to be so hampering, it
creates an unsafe working condition.
The San Bernardino City Fire Department has
suffered some near misses due to our inability to
effectively communicate. We put together a
Incident Review Team to examine our near miss
events. The common conclusion derived from the
analysis was our personnel were not able to
communicate safety issues effectively due to the
configuration of our present portable radio system
and its inability to allow personnel to hear and
transmit messages effectively. The most notable
incidents we have incurred was one of our
firefighters was severely electricuted while
attempting to suppress a fire inside a commercial
radiator repair shop. He did not hear, nor did his
captain hear that the power to the building was
not shut off and a result came in contact with an
energized metal bar. Another high profile incident
we had was a well involved residential structure
fire where a firefighter was inside the structure
and his captain was not able to communicate to
the IC that structure was on the verge of
collapsing. The firefighter had to be physically
removed before the structure collapsed.

The City of San Bernardino Fire Department has
concentrated on being NIMS compliant and was
awarded a UASI Grant to purchase a mobile
command post. One of the primary purposes of
this vehicle to offer radio interoperability through
its 12 channel V.I.P.E.R. INTEROPERABILITY
SYSTEM. The system also offers FOUR (4)SAN
BERNARDINO 800 MHz TRUNKED SYSTEM
RADIOS, ONE (1)450-520 MHz RADIO, ONE (1)
136-174 MHz RADIO, ONE (1)39-50 MHz
RADIO, ONE (1)VHF AM AIRCRAFT RADIO.
This system will be used in conjunction with
Sperian Respiratory Protection radio
communication system. Any agency that uses
any other radio frequency will be able to
effectively realize two-way communication with
our incident supervisors. As noted in the other
sections, we routinely request and provide mutual
aid to our neighboring agencies. These are
comprised of Federal, State, County and Local
agencies,which rely on our ability to effectively
coordinate and communicate with their

Funding is being requested for the purchase of
new cylinders for our Self Contained Breathing
Apparatus. The cylinders we are replacing must
be retired because they have reached the end of
their 15 year life cycle. The number of cylinders
purchased will represent 27% of our total number
of cylinders. Those purchased will have a 15 year
life cycle, and won't have to be replaced until
2026. This purchase will be sole-source to be
able to match the brand of the cylinder with the
Self Contained Breathing Apparatus we use. The
brand used by the San Bernardino City Fire
Department is Sperian/Survivair.

By purchasing the Sperian/Survivair brand
cylinder, it will allow us to maintain our SCBA
repair program "in house". We have personnel
trained and certified as Self Contained Breathing
Apparatus Technicians, which allows us to
service and repair our Sperian/Survivair
equipment. By not shipping the work out for
service and repairs, this is a significant savings to
the City of San Bernardino. The cylinder vendor
(LN Curtis & Sons) has offered a price which is
significantly lower than list price.

9. Will comply, as applicable, with the provisions of the Davis-Bacon Act (40 U.S.C. §§276a to 276a-7), the
Copeland Act(40 U.S.C. §276c and 18 U.S.C. §874), and the Contract Work Hours and Safety Standards Act
0 (40 U.S.C. §§327-333), regarding labor standards for federally-assisted construction subagreements.
10. Will comply, if applicable, with flood insurance purchase requirements of Section 102(a) of the Flood Disaster
Protection Act of 1973 (P.L. 93-234)which requires recipients in a special flood hazard area to participate in
the program and to purchase flood insurance if the total cost of insurable construction and acquisition is
$10,000 or more.
11. Will comply with environmental standards which may be prescribed pursuant to the following: (a) institution of
environmental quality control measures under the National Environmental Policy Act of 1969 (P.L. 91-190)
and Executive Order(EO) 11514; (b) notification of violating facilities pursuant to EO 11738; (c) protection of
wetlands pursuant to EO 11990; (d)evaluation of flood hazards in floodplains in accordance with EO 11988;
(e)assurance of project consistency with the approved State management program developed under the
Coastal Zone Management Act of 1972 (16 U.S.C. §§1451 et seq.); (f)conformity of Federal actions to State
(Clean Air) Implementation Plans under Section 176(c) of the Clean Air Act of 1955, as amended (42 U.S.C.
§§7401 et seq.); (g) protection of underground sources of drinking water under the Safe Drinking Water Act of
1974, as amended (P.L. 93-523); and, (h) protection of endangered species under the Endangered Species
Act of 1973, as amended (P.L. 93-205).
12. Will comply with the Wild and Scenic Rivers Act of 1968 (16 U.S.C. Section 1271 et seq.) related to protecting
components or potential components of the national wild and scenic rivers system.
13. Will assist the awarding agency in assuring compliance with Section 106 of the National Historic Preservation
Act of 1966, as amended (16 U.S.C. 470), EO 11593 (identification and protection of historic properties), and
the Archaeological and Historic Preservation Act of 1974 (16 U.S.C. 469a-1 et seq.).
14. Will comply with P.L. 93-348 regarding the protection of human subjects involved in research, development,
and related activities supported by this award of assistance.
15. Will comply with the Laboratory Animal Welfare Act of 1966 (P.L. 89-544, as amended, 7 U.S.C. 2131 et
seq.) pertaining to the care, handling, and treatment of warm blooded animals held for research, teaching, or
other activities supported by this award of assistance.
16. Will comply with the Lead-Based Paint Poisoning Prevention Act (42 U.S.C. Section 4801 et seq.)which
prohibits the use of lead based paint in construction or rehabilitation of residence structures.

1. Lobbying
A. As required by the section 1352, Title 31 of the US Code, and implemented at 44 CFR Part 18 for persons (entering) into a
grant or cooperative agreement over$100,000, as defined at 44CFR Part 18, the applicant certifies that:
(a) No Federal appropriated funds have been paid or will be paid by or on behalf of the undersigned to any person
for influencing or attempting to influence an officer or employee of any agency, a Member of Congress, an officer or
employee of congress, or an employee of a Member of Congress in connection with the making of any Federal
grant, the entering into of any cooperative agreement and extension, continuation, renewal amendment or
modification of any Federal grant or cooperative agreement.
(b) If any other funds than Federal appropriated funds have been paid or will be paid to any person for influencing
or attempting to influence an officer or employee of any agency, a Member of Congress, an officer or employee of
congress, or an employee of a Member of Congress in connection with this Federal grant or cooperative
agreement, the undersigned shall complete and submit Standard Form LLL, "Disclosure of Lobbying Activities", in
accordance with its instructions.
(c)The undersigned shall require that the language of this certification be included in the award documents for all
the sub awards at all tiers (including sub grants, contracts under grants and cooperative agreements and sub
contract(s))and that all sub recipients shall certify and disclose accordingly.
2. Debarment, Suspension and Other Responsibility Matters (Direct Recipient)
A. As required by Executive Order 12549, Debarment and Suspension, and implemented at 44CFR Part 67, for prospective
participants in primary covered transactions, as defined at 44 CFR Part 17, Section 17.510-A, the applicant certifies that it and its
principals:
(a)Are not presently debarred, suspended, proposed for debarment, declared ineligible, sentenced to a denial of
Federal benefits by a State or Federal court, or voluntarily excluded from covered transactions by any Federal
department or agency.
(b) Have not within a three-year period preceding this application been convicted of or had a civilian judgment
rendered against them for commission of fraud or a criminal offense in connection with obtaining, attempting to
obtain or perform a public(Federal, State, or local)transaction or contract under a public transaction; violation of
Federal or State antitrust statutes or commission of embezzlement, theft, forgery, bribery, falsification or
destruction of records, making false statements, or receiving stolen property.
(c)Are not presently indicted for or otherwise criminally or civilly charged by a government entity(Federal, State, or
local)with commission of any of the offenses enumerated in paragraph (1)(b)of this certification: and
(d) Have not within a three-year period preceding this application had one or more public transactions (Federal,
State, or local)terminated for cause or default; and
B. Where the applicant is unable to certify to any of the statements in this certification, he or she shall attach an explanation to
this application.

3. Drug-Free Workplace (Grantees other than individuals)
As required by the Drug-Free Workplace Act of 1988, and implemented at 44CFR Part 17, Subpart F, for grantees, as defined at
44 CFR part 17, Sections 17.615 and 17.620:
(A) The applicant certifies that it will continue to provide a drug-free workplace by:
(a) Publishing a statement notifying employees that the unlawful manufacture, distribution,
dispensing, possession, or use of a controlled substance is prohibited in the grantee's workplace and
specifying the actions that will be taken against employees for violation of such prohibition;
(b) Establishing an on-going drug free awareness program to inform employees about:
(1)The dangers of drug abuse in the workplace;
(2)The grantees policy of maintaining a drug-free workplace;
(3)Any available drug counseling, rehabilitation and employee assistance programs;
and
(4)The penalties that may be imposed upon employees for drug abuse violations
occurring in the workplace;
(c) Making it a requirement that each employee to be engaged in the performance of the grant to be
given a copy of the statement required by paragraph (a);
(d) Notifying the employee in the statement required by paragraph (a)that, as a condition of
employment under the grant, the employee will:
(1)Abide by the terms of the statement and
(2) Notify the employee in writing of his or her conviction for a violation of a criminal drug
statute occurring in the workplace no later than five calendar days after such conviction.
(e) Notifying the agency, in writing within 10 calendar days after receiving notice under subparagraph
(d)(2)from an employee or otherwise receiving actual notice of such conviction. Employers of
convicted employees must provide notice, including position title, to the applicable DHS awarding
office, i.e. regional office or DHS office.
(f) Taking one of the following actions, against such an employee, within 30 calendar days of
receiving notice under subparagraph (d)(2), with respect to any employee who is so convicted:
(1)Taking appropriate personnel action against such an employee, up to and including
termination, consistent with the requirements of the Rehabilitation Act of 1973, as
amended; or
(2) Requiring such employee to participate satisfactorily in a drug abuse assistance or
rehabilitation program approved for such purposes by a Federal, State, or local health,
law enforcement or other appropriate agency.
(g) Making a good faith effort to continue to maintain a drug free workplace through implementation of
paragraphs (a), (b), (c), (d), (e), and (f).
