Skanska for the installation of temporary support for the Mt. Vernon
Bridge.
September 2, 2008 The Mayor and Common Council approved the FY 2007-08 CIP
Budget.
October 6, 2008 The Mayor and Common Council adopted a Resolution awarding a
contract to Skanska for the temporary support of Mt. Vernon Bridge
over the Burlington Northern Santa Fe (BNSF) Railroad (SS04-12).
Recommended Motion:
Authorize the Director of Development Services to execute Contract Change Order Number
One with Skanska for the temporary support of Mt. Vernon Bridge over the Burlington
Northern Santa Fe (BNSF) Railroad (SS04-12).

Subject:
Authorize the Director of Development Services to execute Contract Change Order Number One
with Skanska for the temporary support of Mt. Vernon Bridge over the Burlington Northern
Santa Fe (BNSF) Railroad (SS04-12).
Background:
On October 6, 2008, the Mayor and Common Council approved a Resolution to award a contract
to Skanska for the temporary support ofMt. Vernon Bridge over the Burlington Northern Santa
Fe (BNSF) Railroad (SS04-12).
Change Order:
During construction of the temporary support of Mt. Vernon Bridge the contractor encountered
several unforeseen conditions as follows:
1. The Southern California Railroad Authority (SCRRA) required a meeting to discuss safety
during the construction of the temporary shoring. This was an unknown condition prior to the
bid. The additional time for the meeting resulted in additional costs of$1,039.80.
2. BNSF Railroad required the contractor to hire a track flagger, certified by BNSF, to alert the
construction employees that a train was approaching. This condition was not known prior to
the bid. This position cost an additional $1,150.00.
3. The area of the bridge that was to be temporarily shored was surrounded by a chain link
fence. In order to gain access to the work area it was necessary to remove a portion of chain
link fence and when the work was complete the fence needed to be repaired. The area where
the temporary shoring was placed required additional grading to create flat pads for the
shoring to be placed. The additional work was done at a cost of$5,157.29.
4. As required by the Manual on Uniform Traffic Control Devices, the contractor was required
to have a person flagging vehicles entering and exiting the parking lot where construction
was taking place. This position cost an additional $2,407.95.
5. In September 2008, the contractor provided a cost for steel beams, but by the time
construction started in November 2008 the price of steel increased. The price increase of
steel resulted in an additional cost of $5,077.87.
6. According to a report issued by Caltrans in mid 2008, additional maintenance, such as
tightening bolts, wedging and inspecting for deteriorated timbers, was required for the
existing shoring. Since Skanska was available on-site, it was determined to be more efficient
to have Skanska perform the maintenance on the original shoring while they were working
on-site. The maintenance of the original shoring resulted in an additional cost of $279.96.

The revised estimated project costs are as follows:

This chaoge order represents a net increase of 55.97% in the contract amount. There are
sufficient funds in the account for the Chaoge Order.
Recommendation:
Authorize the Director of Development Services to execute Contract Chaoge Order Number One
with Skaoska for the temporary support of Mt. Vernon Bridge over the Burlington Northern
Santa Fe Railroad (SS04-12).

JUSTIFICATION:
Item SCRRA Meetinl!
No. I-I Required the contractor and crews to meet with SCRRA to ensure safety during
construction of the false work. The meeting was not included in the original bid.
BNSF Rail Flal!l!inl!
1-2 BNSF required the contractor to hire a track flagger, certified by BNSF. This was not
included in oril!inal bid.
Renair/Remove Fence & Grade False Work
The only access to the area for the false work to be installed was enclosed by chain-link
1-3 fence. The contractor was required to remove this chan-link fence to gain access to the
work zone. Additional grading was necessary to create flat pads for the false work to be
placed. These items were not included in the original bid. It was necessary to repair the
fence to the oril!inal condition after the false work was installed.

1-4 The contractor was required to flag vehicles entering and existing the parking in the
vicinity of the work zone. This item was not included in the original bid.
Price Increase for Steel Beams
1-5 The contractor provided a proposal for the project in September of 2008. Between the
time elapsed of the proposal and construction actually began November 2008, there was
an increase in the cost of steel beams.
Secure Existiol!: False Work
A report was received from Caltrans on the existing shoring in mid 2008. This report
1-6 indicated that maintenance was required on the existing shoring. Skanska installed the
original shoring and it was determined to be financially responsible to have Skanska
perform the maintenance on the original shoring when they were on-site.
