SUBJECT
Resolution ofthe Mayor and Common Council of the City of San Bernardino to authorize
execution of Amendment No. I of the Vendor Service Agreement with All City
Management Services to provide crossing guard services at Victoria Elementary School
in the City of San Bernardino, and transferring funds from Account 001-217-5014 (Part
Time Salaries) to Account 001-217-5505 (Other Professional Services) to pay for the
services rendered.
BACKGROUND
Victoria Elementary School is located at 1505 S. Richardson Avenue in the City of San
Bernardino. Although located in the City of San Bernardino, the school is located within
the Redlands Unified School District. During the 2007-08 school year, the Redlands
Unified School District and the City of San Bernardino Police Department entered into an
agreement to provide for a crossing guard at the school (on City streets) and to share the
cost associated with that crossing guard. The agreement to share the cost of the services is
the same as the agreement with San Bernardino City Unified School District.
All City Management Services was contracted as a vendor to provide the crossing guard
services at that school site. Thusfar, the work provided by the vendor has been
exceptional. During the process to provide these services last school year it was
discovered that All City was the only vendor in the field locally. An updated search
conducted this school year still shows that All City is the only vendor currently providing
these services in the Inland Empire and throughout Southern California.
All City was recommended last year because of their relationship with the Redlands
Unified School District. The District utilizes their services through the City of Redlands
and has had several years of satisfied customer service with them. Additionally, All City
Management Services (ACMS) provides the service for 4 hours per day versus the 6
hours per day that the City of San Bernardino pays its crossing guards. ACMS charges
the City $13.74 per hour resulting in a daily cost of$54.96. The benefit to using ACMS is
the administrative oversight the company incurs to provide training, supervision and
replacements when needed Additionally, ACMS is fully insured thereby reducing the
liability to which the City is exposed.
The resolution to be approved is a companion to Resolution #2008-402 that was
approved at the 10-20-08 Council meeting. The Resolution was an agreement with
Redlands Unified School District to share the cost of a crossing guard at Victona
Elementary School in the City of San Bernardino. The City would provide the crossing
guard and Redlands Unified would reimburse half the cost. Now that the Memorandum
of Understanding with Redlands Unified is in place, it is recommended that the City
Manager be authorized to execute the agreement with All City Management Services,
and the Finance Director authorized to transfer funds from Account 001-217-5014 (Part
Time Salaries) to Account 001-217-5505 (Other Professional Services) to pay for the
services rendered.
FINANCIAL IMPACT
The Police Department's adopted budget for FY 2008/2009 includes $390,000 for
crossing guard services (Account #001-217-5014 / Part Time Salaries). The cost for thc
service at Victoria Elementary School is anticipated to be $9,894. Projected revenues
arising from reimbursements from the Redlands Unified School District are anticipated to
be $4,947 (Revenue account #001-000-4740 / Miscellaneous Police Receipts), for a net
cost to the city of$4,947.
Crossing Guard services are normally paid from the Part Time Salaries account (001-217-
5014). It will be necessary to transfer $9,894.00 from the Part Time Salaries account to
account #001-217-5505 (Other Professional Services) to pay the outside vendor. The
Redlands Unified School District will then reimburse the City half of the actual expenses,
approximately $4,947.00 in accordance with the agreement between the Redlands
Unified School District and the City of San Bernardino. This has not already been
budgeted in contracts so therefore a budget amendment is needed.
RECOMMENDA nONS
Adopt Resolution, and authorize the Finance Director to transfer funds from Account
001-217-5014 (Part Time Salaries) to Account 001-217-5505 (Other Professional
Services) to pay for the services rendered.

WHEREAS, the City of San Bernardino has an existing Agreement with All City Management
Services to provide crossing guard services at Victoria Elementary School; and
WHEREAS, the City wishes to extend the Agreement for the 2008/2009 school year; and,
WHEREAS, the cost for said services is projected to be $9,894; and,
WHEREAS, All City Management Services is the only vendor providing crossing guard

services in southern California.

THEREFORE, BE IT RESOLVED BY THE MA YORAND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1: The City Manager is hereby authorized and directed to execute Amendment
No.1 to the Vendor Services Agreement with All City Management Services to provide a crossing
guard at Victoria Elementary School in the City of San Bernardino, at a cost of$9,894.00. A copy
of said Amendment is attached hereto as Exhibit "A" and incorporated herein by reference,
SECTION 2: The authorization to execute the above referenced amendment to the Services
Agreement is rescinded ifit is not issued within sixty (60) days of the passage of this resolution.
SECTION 3: That the implementation date ofthis agreement is July I, 2008, therefore, any
action taken between July I, 2008 and the date that this resolution is adopted is hereby ratified.
SECTION 4: The Finance Director is authorized to transfer $9,894.00 from the Part Time
Salaries Account 001-217-5014 to Other Professional Services Account 001-217-5505.

AMENDMENT NO.1 TO VENDOR SERVICE AGREEMENT
BETWEEN CITY OF SAN BERNARDINO
AND ALL CITY MANAGEMENT SERVICES

("Vendor") and the City of San Bernardino ("City") hereby amend their Vendor Services
Agreement ("Agreement") for school crossing guard services at Victoria Elementary School in
the City of San Bernardino, approved by the City of San Bernardino Mayor and Common
Council by Resolution No. 2008-10 on January 10,2008, as follows:
I. Paragraph 3 of the Agreement is amended as follows:
"3. TERM
"The term of this agreement shall commence on July I, 2008 and terminate on
June 30, 2009, unless previously modified, amended, or cancelled by the mutual
written consent of the parties.
"This Agreement may be terminated at any time by thirty (30) days written notice
by either party. the terms of this Agreement shall remain in force unless mutually
amended. The duration of this agreement may be extended with the written
consent of both parties."
2. All other provisions of the Vendor Service Agreement are reaffirmed as originally
stated.
