STAFF REPORT
Subject:
Authorization to implement a "No Parking Any Time" zone on the north side of Cooley
Avenue between 230 feet west of Sunnyside Avenue and 545 feet west of Sunnyside Avenue.
Background:
The Traffic Engineering Section received a request to post no parking signs in front of the
property located at 1050 E. Cooley Avenue. The request came from James W. Kemp, the
owner of a manufacturing facility with a driveway that fronts Cooley Avenue. The owner is
making this request because parked vehicles and the curved alignment of Cooley A venue cause
visibility problems for drivers exiting the driveway of his business.
Traffic Engineering Staff evaluated the conditions on several occasions and determined that a
"No Parking" zone would improve traffic safety. Staff therefore recommends that the request
for a "No Parking" zone be approved.
Currently, parking is prohibited on both sides of Cooley Avenue between Tippecanoe Avenue
and 230 feet west of Sunnyside Avenue (requestor's property line). The existing "No
Parking" zone was established to accommodate striping improvements that were implemented
approximately 20 years ago. For consistency, staff recommends that these restrictions be
included in the proposed Resolution.
Since the owner of the only property that will be affected by the proposed "No Parking Any
Time" zone supports it and sufficient off-street parking is provided for employees and patrons
of the abutting businesses, staff recommends that the attached Resolution be approved
authorizing the installation of a "No Parking Any Time" Zone on the north side of Cooley
Avenue between 230 feet west of Sunnyside Avenue and 545 feet west of Sunnyside Avenue.
Staff estimates 2 signs at $250.00 each.
Financial Impact:
The estimated cost of $ 500.00 for installing the "No Parking" signs will come from Account No.
001-402-5111 (Street Maintenance).

Resolution No. 3985, which prohibits parking upon certain designated streets or portions thereof,
Section One, Subsection 6.5 (Cooley Avenue) is amended to read as follows:
.. (6.5) COOLEY A VENUE
(A) Between the west line of Tippecanoe A venue and 230 feet west of Sunnyside
Avenue, applicable to the south side only.
(B) Between the west line of Tippecanoe A venue and 545 feet west of Sunnyside
Avenue, applicable to the north side only."
