BACKGROUND: During the 2010-11 budget reduction process, the Fire Plans Examiner/Systems Inspector position was eliminated. Although the number of plans reviewed by the Fire Department over the past three years has declined, this function still generates revenue for the City - approximately $100,000 in Fiscal Year 2010-11. In an effort to continue this source of revenue, staff proposes that the plans examiner and inspection duties of the eliminated position be incorporated into that of the Fire Prevention Supervisor, thereby establishing the position of Community Fire Risk Reduction Supervisor. The job description and title have been revised to reflect the additional duties and the salary range has been increased 10.5% to appropriately compensate for the increased scope of responsibilities. It is the recommendation of the Human Resources Department to establish the position of Community Fire Risk Reduction Supervisor and reclassify the Fire Prevention Supervisor position to this classification. Attachment Job Description: Community Fire Risk Reduction Supervisor I PROPOSED I Class Code: MICC Date Adopted: City of San Bernardino Signature: Director, Human Resources Bargaining Unit: Middle Management EEOC Job Category: Officials and Administrators Class Specification COMMUNITY FIRE RISK REDUCTION SUPERVISOR JOB PURPOSE Under direction, plans, organizes, supervises and evaluates the work of staff engaged in conducting fire and life safety surveys, fire inspection and enforcement activities and public education and information program activities; reviews and processes the more technical building construction plans and specifications for structural integrity and fire safety code compliance for fire suppression, fire protection/detection and life safety systems; and performs related duties as assigned. DISTINGUISHING CHARACTERISTICS Fire Prevention Supervisor is responsible for supervising, coordinating and overseeing the City's survey, inspection and enforcement of provisions of the Municipal Code regarding fire prevention and life safety in public buildings and other buildings of public assembly, under the direction of the Fire Marshal. The incumbent reviews and processes the more technical building construction plans and specifications for residential, commercial and industrial structures for structural integrity and fire safety code compliance for fire suppression, fire protection/detection and life safety systems. The incumbent is also responsible for supervising the Fire Department's public education and information programs regarding fire prevention, safety and bum prevention and earthquake/disaster preparedness. Duties and responsibilities are carried out with considerable independence within the framework of established policies, procedures and guide- lines. ESSENTIAL DUTIES AND RESPONSIBILITIES The duties listed below are intended only as illustrations of the various types of work that may be performed. Plans, organizes, supervises and evaluates the work of assigned staff; with staff, develops, implements and monitors work plans to achieve assigned goals and objectives; contributes to development of and monitoring of performance against the annual fire prevention division budget; participates in developing, implementing and evaluating work programs, plans, processes, systems and procedures to achieve Fire department and City goals, objectives and performance measures consistent with the City's quality and service expectations. 2. Plans and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; recommends compensation and provides other rewards to recognize performance; subject to management concurrence, takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with the City's human resources policies, Civil Service Rules and labor contract provisions. Provides day-to-day leadership and works with staff to ensure a high performance, customer service-oriented work environment that supports achieving City objectives and service expectations; provides leadership and participates in programs and activities that promote a positive employee relations environment. 4. Plans, organizes and supervises the work of Fire Prevention Officers and Technicians performing field inspections of new and existing buildings, building additions and other facilities to determine existence, condition, usage and operational adequacy of proper fire detection and suppression systems; receives, reviews and assigns the investigation of complaints. 5. Supervises and monitors the enforcement of fire and life safety and other associated code provisions; meets with the City Attorney's Office and other law enforcement personnel on complex, sensitive and high profile cases if required; may accompany staff to meet with property owners to secure agreements to correct deficiencies and other compliance steps in difficult cases; monitors compliance and enforcement activities, including the issuance of notices of violation, orders to abate, stop-work notices, wamings and citations; makes court appearances as needed. 6. Plans and supervises fire and life safety surveys and examinations of industrial, commercial, hospital, educational and residential properties and all places of public assembly to identify fire and life safety problems and secure correction of hazardous conditions. 7. Coordinates the plan check and inspection functions of the Community Risk Reduction Division. 8. Reviews and examines the more technical and complex building construction plans and specifications submitted to the City to ensure compliance with all fire safetyllife safety codes and requirements; reviews fire plans submitted for sprinklers, alarms, engineered fire suppression systems, private water systems, storage tanks and hazardous materials management; interprets and applies state and local codes, ordinances and regulations; red lines plans for required corrections; routes copies of plans to other City departments to enable further project review; reviews all high pile storage plans and distributes to staff for follow up and enforcement activities; supervises and/or issues applicable permits. 9. Performs on-site inspections of installed fire protection systems to ensure compliance with state and local codes and ordinances. 10. Prepares detailed technical reports; explains plan review findings to developers, architects, engineers and fire protection contactors and consultants; coordinates projects with other departments; and, performs inspection activities. 11. Meets with developers and fire protection design professionals; confers with the public in person and over the telephone on matters pertaining to project status, code related and other similar matters. 12. Reviews and approves documents and reports for the Board of Commissioners (BBC) and Summary Action Hearings; approves making requests for assistance from other departments and outside agencies when warranted; reviews and summarizes statistical data and prepares a variety of reports and correspondence; communicates with other city, county and state fire prevention officials. 13. Supervises the department's public information, prevention and disaster preparedness education and fire and life safety education programs; makes public presentations to a wide variety of groups on fire prevention and life safety information. 14. Supervises and participates in on-the-job training to suppression personnel on fire prevention and life safety requirements, methods and procedures. 15. Attends and participates in meetings, training sessions, and conferences; stays abreast of new trends and innovations in the field of fire prevention. City, county, state and federal laws and regulations and municipal codes relating to fire prevention and life safety, and associated health, sanitation and related codes and ordinances. 2. Modem fire prevention practices and procedures as they apply to industrial, commercial, hospital, educational and residential properties and other places of public assembly. 3. Technical procedures and standards of structural engineering, architecture and building construction from a fire and life safety perspective. 4. Federal, state and municipal codes, ordinances, regulations and construction standards governing housing and commercial building construction, rehabilitation, alteration, use and occupancy, including Uniform Building Code, Uniform Fire Code, Title 19 and National Fire Prevention Standards. 5. Principles and methods of research, investigation and legal documentation related to fire prevention and enforcement. 6. Proper storage and handling of hazardous materials, such as gasoline, chemicals, explosives, paints, gases and other flammables. 7. Effective public relations practices and techniques of public speaking. 8. Use and operations of computers and standard business software. 9. Principles and practices of effective supervision. 10. City human resources policies and procedures, Civil Service Rules and labor contract provisions. Abi/ity to: 1. Plan, organize, supervise, integrate and evaluate the work of staff engaged in fire and life safety inspection, survey and enforcement activities. 2. Perform comprehensive analysis and examination of building construction plans and designs, including alarm systems and fire suppression/protection systems, and apply engineering and architectural principles and practices to resolve fire safety problems with technical construction objectives. 3. Conduct inspections and investigations, recognize conditions that constitute code violations and life safety hazards and adopt effective resolution processes. 4. Analyze facilities, identify deficiencies and recommend effective fire and life safety corrective actions. 5. Research, interpret, explain and apply a wide range of laws, codes, ordinances, regulations and standards applicable to the work. 6. Ensure enforcement activities are carried out firmly, consistently, tactfully and impartially. 7. Communicate clearly and effectively, both orally and in writing. 8. Oversee the maintenance of comprehensive and specialized files, records and documentation. 9. Prepare clear, concise and comprehensive correspondence, reports and other written materials. 10. Organize, set priorities and exercise sound independent judgment within areas of responsibility. 11. Exercise tact and diplomacy in dealing with sensitive and complex issues and situations. 12. Establish and maintain effective working relationships with City management and staff in multiple departments, property and business owners, the public and others encountered in the course of work. Community Fire Risk Reduction Supervisor Page 3 MINIMUM QUALIFICATIONS Education, Training and Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from high school or G.E.D. equivalent; completion of 60 semester units from an accredited college or university with a focus on fire science; and three years of progressively responsible experience performing fire andlor building inspections or in building construction; or an equivalent combination of training and experience. Accreditation shall be by a national or regional accreditation body that is recognized by the Secretary of the United States Department of Education. Licenses; Certificates; Special Requirements: A valid California driver's license and the ability to maintain insurability under the City's vehicle insurance policy. Successful completion of the PC 832 training course, Level III or Module A. California State Fire Marshal Plans Examiner certification and International Code Council Fire Inspector II certification within one year of hire.
