Subiect:
Resolution ofthe Mayor and Common Council of the City of San Bernardino Recognizing the
Green Valley Initiative and Endorsing Participation as a Green Valley Jurisdiction
Backl!round:
On June I, 2007 representatives from area cities and government agencies, universities, school
districts, businesses and environmental groups met to discuss the opportunities for focused
growth in the region and launched the Green Valley Initiative. This program is dedicated to
transforming the San Bernardino and Riverside counties into the "green valley" and encouraging
sustainable economic development while protecting natural resources and the environment. It is
the hope of the organizers that, with their assistance, counties, cities, and businesses will work
together to accomplish the goal of creating a healthy economic and environmental future. For
more information on the Green Valley Initiative, please see attached documentation. As part of
supporting the initiative, the City Manager's Office will identify a staff member to serve as a
coordinator for the City of San Bernardino at Green Valley workshops. Additionally, cities and
counties are asked to participate in the development and implementation of sustainable model
standards, policies and programs to benefit the Inland Empire region.
Over 20 cities, counties and special districts have adopted similar resolutions recognizing the
Green Valley Initiative and endorsing their participation as Green Valley Jurisdictions, some of
them include: City of Riverside, County of Riverside, County of San Bernardino, City of
Fontana, and City of Rancho Cucamonga.
In October of 2008, the D.S Department of Commerce, Economic Development Administration
approved the Green Valley Initiative's Comprehensive Economic Development Strategy
(CEDS). This CEDS supports the development of a more balanced jobs to housing ratio in San
Bernardino and Riverside Counties by the encouragement of growing an emerging local green
technology business sector; attracting renewable energy businesses. Additionally, the CEDS
encourages local entrepreneurial efforts through green business development through busincss
incubators, targeted commercialization support and development of green technology parks.
By the City of San Bernardino's participation as a Green Valley Jurisdiction, it would well
position the City to take advantage of potential grant funding opportunities that may arise out of
this CEDS.
Fiscallmllact:
No fiscal impact. By participating as a Green Valley Jurisdiction, new revenue could be
generated through grants that go towards development of job creation.

ENDORSING PARTICIPATION AS A GREEN VALLEY JURISDICTION
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
WHEREAS, the Green Valley Initiative is a project of the Green Institute for Village
Empowerment (GIVE) which seeks to empower, encourage and promote principles of
sustainability through education, training and leading by example; and
WHEREAS, San Bernardino County with Riverside County convened the initial efforts in
June 2007 and over 400 parties have participated in the development of the recommendations
of the Green Valley Initiative; and
WHEREAS, the vision of the Green Valley Initiative is to see the Inland Empire region
become a center of green technology with balanced economic and community development;
and
WHEREAS, its mission is to transform Riverside and San Bernardino counties into a region
that integrates people and business with natural resources to create jobs, new ventures, greater
opportunities and a higher quality of life; and
WHEREAS, the Green Valley Initiative works with the County and all jurisdictions, civic,
business, economic development, educational and tribal groups, to develop model policy and
programs for sustainable economic development, education and growth; and
WHEREAS regional organizations, counties and cities, and businesses will work together
through Green Valley Coordinators to accomplish the goal of creating a healthy economic and
environmental future; and
WHEREAS, the efforts of this initiative benefit all Green Valley participants and the public;
NOW, THEREFORE, BE IT RESOLVED by the City of San Bernardino that we hereby
become a Green Valley Jurisdiction and will provide a City coordinator and participate in the
development and implementation of sustainable model standards, policies and programs to
benefit the Inland Empire region.

A movement is underway to bring green
technologies and sustainable practices to

This movement IS known as the Green Valley Illltlative, a sustainability platform
that Integrates social, economiC and environmental forces to bring new Jobs,

Valley Initiative IS a cooperative effort It IS the culmination of sustainable

Working stakeholder groups have been established, each of which focuses on
developillg and Implementing strategic plans in the areas of education, policy

MuniCipal, county and tribal governments are being established as Green
Valley Jurisdictions, committed to incorporating sustainable land-use and green
building, business and purchasing programs. Universities and colleges are
sharing resources to establish a green brain trust. And along With potential
funding and capital sources, the region's green assets are being cataloged to
identify existing resomces and opportunities for expansion

The Riverside/San Bernardino region, a vast Inland Southern California land mass with a
population greater than 24 states, IS expected to grow by two million new residents in the
next 15 years. Without jobs to employ them, the region's already-strained infrastructure
will be pushed past the breaking point
