Synopsis of Previous Council action:
On May 19, 1987, the Mayor an:i Cammon Council approved COB:; furrling of the
Hispanic Chamber of Conunerce "Enployment Preparedness" project for F"I 1987/1988
in the amount of $22,285.50
Recommended motion:

STAFF REPORT
On March 3, 1987, the Inlam Empire Hispanic 0laJnber of Commerce
submitted a fun:li.r:g proposal for $22,285.50 to develop an Employment
Preparerlness project.
On May 18, 1988, the Mayor am Cammon Council approved COB;; fun:li.r:g of
the project which approved am adopted the Community Developrrent citizen
Advisory Committee (CDCAC) recormnendation. A letter was sent to the
Hispanic 0laJnber on May 26, 1987 requesting that a detailed budget am
scope of services be fo=rded to the Community Development Deparbnent
so an agreement could be prepared am the project initiated. No
response was received to this or a number of future requests for said
infonnation.
'!he Community Development Deparbnent =ently has a joint powers
agreement with the San Bernardino County Deparbnent of Economic and
Community Developrrent for a Hispanic 0laJnber project funded in FY
1984/1985, which includes various activities for the education of
hispanic business owners. '!he City's portion of this agreement was
$45,000.00. CU=ently, the balance in that a=unt is $10,572.00. '!he
City has requested quarterly reports from the Hispanic 0laJnber to
deteJ:mine the progress of this activity and to date, no response has
been received despite written and verbal requests. '!he Cmmty ECO is
lead agency for this project and it has indicated that the Hispanic
0laJnber has internal and organizational problems, which are hindering
its perfonnance in this contract (84/85).
It appears that the apparent internal problems of the Hispanic Chamber
prevent it from fully executing its responsibilities under the FY
1987/1988 proposed agreement for $22,285.50 as evidenced by its
perfonnance under the FY 1984/1985 agreement with the City and County.
Staff recommen:ls that the Mayor and Cammon Council authorize staff to
close out the FY 1987/1988 COEG-funded Hispanic 0laJnber project and that
funds in the aJOClUI1t of $22,285.50 be transferred to the COB;;
Appropriated Reserve Account (contingency).

Comment:
The Hispanic Chamber is being advised of recommendation.
They could reapply for funding at a later point if project is
closed out.
