STAFF REPORT
The proposed creation of the 7th street Underground Utility District No. 18, was
approved by the City's Underground Utility District Committee at their meeting of
06-09-88. Utility companies are required by Rule 20 of the Public Utilities
Commission to set aside a certain portion of their revenues to finance the cost
of undergrounding overhead facilities within districts established by local
agencies. Each agency is allocated a certain amount of funds based upon the total
number of overhead services within the agency's boundaries. The Underground
Utility Committee of that agency reviews and designates areas proposed for the
creation of a district.
Property owners within a district are required to complete the undergrounding
from their property lines to the service points at their own cost and no City
funds are required. All adjacent properties within the proposed district belong
to the City of San Bernardino.
Underground Utilities improve the appearance of a street by removing visual
clutter. Improving the streetscape promotes the mental well-being of persons
driving or walking along such a street. Undergrounding eliminates the hazard from
broken wires which result from violent windstorms or earthquakes, both of which
are frequent occurrences in the area. It is recommended that the Director of
Public Works/City Engineer and City Clerk be authorized to proceed with the
creation of the proposed District, and that the attached Resolution, which sets
a public hearing date of October 3, 1988 relative to the creation of the proposed
district, be adopted.

2 RESOLUTION Of THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO NOTICING A Pl~LIC HEARING CONCERNING THE CREATION OF UNDERGROUND

WHEREAS, Chapter 13.36 of the San Bernardino Municipal Code of the City
of San Bernardino provides for the establishment of an underground utility
district within said City upon a finding by the Mayor and Common Council
after a public hearing that the necessity, health, safety or welfare
requires the ullderground installation of uti] i ties wi thin said district; and
WHEREAS,
the Underground Util i ties Committee of said City
has
recolnmended the formation of an underground utility district to include the
real property described below.
NOW, THEREFORE, BE IT RESOLVED by the Mayor' and Common Council of the
City of San Bernardino as follows:
SECTION 1. NOTICE IS HEREBY GIVEN that the public hearing will be held
before the Mayor and Common Council of the City of San Bernardino on October
], 1988, at the hour of 10:00 a.m., at the Council Chambers, 300 North "D"
St"eet, San Bernar'dino, Cal ifornia, to determine whether the

necessity, health, safety or welfare require the formation of Underground
Uti) ity DistTict 1';0. 18, located between the North line and South line of
7th street, and between the East line of Sierra Way, and a line that is 340
feet, more or less, West of Waterman Avenue, more particularly shown on Plan
No. 7458 , on file in tbe office of the City Clerk, and which Plan is hereby
appr'oved.
SECTION 2. The City Clerk is hereby directed to notify all affected
26 property owners "s shown on the la5t equalized assessment roll and a 11
27 affected utility companies by mailing a copy of this resolution to them at
28
least ten (10) days prior to the date of said hearing.
