STAFF REPORT
The proposed creation of the University Parkway Underground Utility District No.
17, was approved by the City's Underground Utility District Committee at their
meeting of 06-09-88. Utility companies are required by Rule 20 of the Public
Utilities Commission to set aside a certain portion of their revenues to finance
the cost of undergrounding overhead facilities within districts established by
local agencies. Each agency is allocated a certain amount of funds based upon the
total number of overhead services within the agency's boundaries. The Underground
Utility Committee of that agency reviews and designates areas proposed for the
creation of a district.
Property owners within a district are required to complete the undergrounding
from their property lines to the service points at their own cost and no City
funds are required. There are, however, no properties within this proposed
district that will require conversion.
Underground Utilities improve the appearance of a street by removing visual
clutter. Improving the streetscape promotes the mental well-being of persons
driving or walking along such a street. Undergrounding eliminates the hazard from
broken wires which result from violent windstorms or earthquakes, both of which
are frequent occurrences in the area. It is recommended that the Director of
Public Works/City Engineer and City Clerk be authorized to proceed with the
creation of the proposed District, and that the attached Resolution, which sets
a public hearing date of October 3, 1988 relative to the creation of the proposed
district, be adopted.

WHEREAS, Chapter 13.36 of the San Bernardino Municipal Code of the City
of San Bernardino provides for the establishment of an underground utility
district within said City upon a finding by the Mayor and Common Council
after a public hearing that the necessity. health. safety or welfare
requires the underground installation of utilities within said district; and
WHEREAS,
the Underground Utilities Committee of said City
has
recommended the formation of an underground utility district to include ~he
real property described below.
NOW. THEREFORE. BE IT RESOLVED by the Mayor and Common Council of the
City of San Bernardino as follows:
SECTION 1. NOTICE IS HEREBY GIVEN that the public hearing will be held
before the Mayor and Common Council of the City of San Bernardino on October
3. 1988, at the hour of 10:00 a.m.. at the Council Chambers, 300 North "D"
Street. San Bernardino. California, to determine whether the
public
necessity. health. safety or welfare require the formation of Umlergrotmd
Utility District No. 17. located between the East line and the West line of
University Parkway. and between the South line of the 1-215 Freeway and the
North line of Cajon Boulevard, more particularly shown on Plan No. 7524 . on
file in the office of the City Clerk. and which Plan is hereby approved.
SECTION 2. The City Clerk is hereby directed to notify all affected
property owners as shown on the last equalized assessment roll and all
affected utility companies by mailing d copy of this resolution to them at
least ten (10) days prior to the date of said hearing.
