Synopsis of Previous Council action:
June, 1987 Allocation of $50,000, from 1984 Bond Act Funds,
approved in 1986/87 Budget.
11-23-87 Finding made that replacement of improvements in Hillcrest
Park is needed for health and safety reasons.
June, 1988 Allocation of supplemental funds in the amount of $45,000
approved in 1988-89 Budget.
Recommended motion:
That the plans for construction of improvements in
Hillcrest Park, in accordance with Plan No. 7388, be
approved; and the Director of Public Works/City Engineer
authorized to advertise for bids.

STAFF REPORT
Plans and specifications have been prepared by the Engi-
neering Division for the construction of improvements in Hillcrest
Park, located on the north side of Hill Drive, between Mayfield
Avenue and Acacia Avenue, and the project is ready to be advertised
for bids.
This park was originally improved as a neighborhood
recreation facility. However, the improvements were destroyed
when the park was used as a staging area during the Panorama Fire.
Listed below is an estimate of the total project cost:

Four additive alternates are included in the contract
documents for picnic tables, benches, trash containers and drinking
fountains. These alternates will be included in the contract if
sufficient funds are available.
At their meeting of 6-23-88, the Environmental Review
Committee made a finding that this project is exempt from the
provisions of the California Environmental Quality Act.
Funds have been allocated from the Park Extension Fund,
under Account No. 243-363-57519, in an amount of $95,000.00 for
this work. It is recommended that the necessary supplemental
funds be provided after the bids are opened and the exact contract
pri ce is known.
We recommend that the plans be approved and authorization
granted to advertise for bids.

Comment:
Unappropriated park development funds of $23,000 could be
used if bids..come in under the $ 9 5,000 encumbered amount.
