RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION
OF THE CITY OF SAN BERNARDINO APPROVING AND
AUTHORIZING A TEMPORARY EMPLOYMENT ARRANGEMENT
WITH BARBARA HICKS TO PROVIDE GIS SERVICES TO THE
REDEVELOPMENT AGENCY OF THE CITY OF SAN BERNARDINO
WHEREAS, a need has arisen for the addition of a Geographic Information System ("GIS")
Technician to assist with GIS and database tasks for the Redevelopment Agency of the City of San
~ Bernardino ("Agency"); and
WHEREAS, the skills, education, and previous work experience of Barbara Hicks qualifies
her to provide such services; and
WHEREAS, the Community Development Commission of the City of San Bernardino
("Commission") desires to authorize the establishment of a temporary full time position, without
benefits, entitled "GIS Technician" to provide GIS services to the Agency in the furtherance of the
Agency's economic development initiatives, goals and objectives.
NOW, THEREFORE, THE COMMUNITY DEVELOPMENT COMMISSION OF THE
CITY OF SAN BERNARDINO DOES HEREBY RESOLVE, DETERMINE AND ORDER, AS
I FOLLOWS:
Section 1. The Commission hereby approves and authorizes the establishment of the
temporary full time staff position of a "GIS Technician" from the date of this Resolution through
and including June 30, 2011, in accordance with the Job Description attached to this Resolution as
Exhibit "A". Agency Staff is further authorized and directed to add the position of a "GIS
Technician" to the current Agency Organizational Chart as included within the Agency Personnel
i~ Policies and Administrative Procedures within the division noted therein as the "Real Estate and
Asset Management Division"

Section 2. This Resolution shall take effect from and after its date of adoption by this
Commission.

GIS TECHNICIAN
SUMMARY JOB DESCRIPTION:
The Geographic Information Systems (GIS) technician is an entry-level position, minimum
requirements needed- Bachelor's degree in Geography, Cartography, Natural Resources,
Computer Science, Planning, Environment Science or a related field. Primary duties include data
management and creation; provide supportive mapping data and GIS analysis upon request; field
work/surveys; Geocode address and parcel data; spatial analysis; maintaining GIS Web Services
and other projects related to graphics; manage operation of GIS equipment; attend and present
GIS work in conferences, meetings and workshops.
REPRESENTATIVE DUTIES:
Duties may include, but are not limited to, the following:
Provides GIS technical and administrative assistance for Economic Development Agency
2. Assists in the design, development and creation of databases and maps
3. Field work
4. Geocodes address and parcel data
Spatial analysis and using other GIS tools for various data analysis
6. Assists in maintaining GIS Web Services
7. Assists in graphics design and other related projects
Manages operation of GIS equipment, software, data, and products
9. Interprets maps, manipulates and understands digital land data and manages data entered
into a GIS database
10. Attends meetings, conferences, workshops
1 1. Presents GIS work at meetings, conferences, workshops
12. Educates new GIS users
13. Project management (able to accept a project independently and in a team work
environment, design methodology to complete project, and produce final product(s))
14. Related duties assigned by the Division Director or Project Manager and GIS Analyst

MINIMUM EXPERIENCE AND QUALIFICATIONS:
Bachelor's degree in Geography, Cartography, Natural Resources, Computer Science, Planning,
Environment Science or a related field. 1 year experience (coursework and internships are
acceptable under guidelines) using ArcGIS 9.1, Knowledge in ArcInfo, Spatial Anlayst,
geodatabases and other GIS extensions desirable.
A valid Class "C" California driver's license and the ability to maintain insurability.
GENERAL QUALIFICATIONS:
1. Familiarity with GIS applications in planning, public policy or related intergovernmental
and intra governmental process is desired.
2. Fundamental knowledge and skill in the operation of GIS equipment, including computer
hardware, plotter/printer setup, GPS, and related equipment and software.
3. Knowledge of databases such as Access (preferred), SQL, or SDE
4. Excellent oral and written communication skills
5. Ability to coordinate multiple projects simultaneously
6. Ability to complete short-term projects with tight deadlines
7. Desire to learn new skills related to GIS development including computer hardware,
software, extensions.
8. Establishes and maintains effective working relationships with employees, associates,
government officials and the general public.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
The conditions herein are representative of those that must be met to successfully perform the
essential functions of this job. While performing the duties of this job, the contractor is regularly
required to: sit, talk and hear, both in person and by telephone; use hands to finger, handle and
feel computers and standard business equipment; and reach with hands and arms. The contractor
is frequently required to stand and walk.
Specific vision abilities required by this job include close vision and the ability to adjust focus.
The work environment characteristics described here are representative of those an contractor
encounters while performing the essential functions of this job. The contractor works under
typical office conditions, and the noise level is usually quiet.
