Authorization to implement a "Residential Parking Permit" Program on the east side of Lorna
Avenue, between Citrus Street and 165 feet south of Lynwood Drive.
Backl!round:
The Traffic Engineering Section of the Development Services Department received a request to
implement a residential parking permit program on the east side Lorna Avenue between Citrus
Street and 165 feet sough of Lynwood Drive. The requestor believes that implementation of this
restriction will help alleviate several concerns associated with on-street parking in this area as
follows: Residents and visitors of the apartment complexes located directly across the street are
constantly parking on the east side of the Lorna Avenue causing several concerns to the residents
including unavailability of on-street parking and littering.
Lorna Avenue between Citrus Street and Lynwood Drive is comprised mainly of single family
residential units on the east side of the street, and apartment complexes on the west side of the
street. In January of2002, the Mayor and Council authorized the implementation of a "No
Parking any Time" zone on several streets in this area including the west side of Lorna Avenue
between Citrus Street and Lynwood Drive. The "No Parking" zones were established to alleviate
crime-related concerns associated with the apartment complexes. The east side of Lorna Avenue
was left unrestricted. As a result, tenants and visitors of the apartment complexes started parking
on this side of the street.
To resolve this situation, a resident is requesting that a residential parking permit program be
established within the single-family residential area of Lorna Avenue between Citrus Street and
Lynwood Drive. The residential parking permit program requested would consist of establishing
a "No Parking Except by Permit" zone whereby vehicles displaying a permit are exempt from the
parking prohibition.
A petition was written by staff and circulated by the requestor to gauge support for the requested
residential parking permit program. All twelve of the residents that live in the single-family
homes that are located in this area signed the petition agreeing to the implementation of a
residential parking permit program.
This Residential Parking Permit program is established pursuant to SBMC Section 10.16.180(a).
The intent of that section is to help assure that parking space is readily available to those most
affected in a local area. The occupants and guests of the multi-family housing have effectively
displaced the greater parking needs of surrounding residents. Permits will be issued to residents
of the single-family dwellings adjacent to the defined street. By adopting this preferential
parking program, the City is carrying out the legislative mandate set forth in Vehicle Code
Section 22507(a), to place provisions in preferential parking resolutions which are reasonable
and necessary to ensure the effectiveness of a preferential parking program.
Financial Impact:
The estimated cost of$I,OOO fro installing the "No Parking" signs will come from Account No.
001-402-5111 (Street Maintenance).

SIXTY FIVE FEET SOUTH OF L YNWOOD DRIVE.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
6 OF SAN BERNARDINO AS FOLLOWS:
7 WHEREAS, the Mayor and Common Council find that the occupants and guests of the
8 multi-family housing located adjacent to Lorna Avenue between Citrus Street and Lynwood Drive
9 have adequate on-site parking but in their utilization of the on-street parking have effectively
10 displaced the greater parking needs of the residents of the single-family dwellings adjacent to the
II same street; and
12 WHEREAS, the Mayor and Common Council find that by adopting a preferential parking
13 program that allows parking by permit for the residents and guest of the single-family residents the
14 City may create a preferential parking resolution which is reasonable and necessary to insure the
15 effectiveness of a preferential parking program.

17 SECTION 1. For the purpose of establishing aResidential Parking Permit Program pursuant
18 to San Bernardino Municipal Code Section 10.16.180, on the east side of Lorna Avenue between
19 Citrus Street and 165 feet sought ofLynwood Drive, Resolution No. 3985, which prohibits parking
20 upon certain designated streets or portions thereof, Section 2-3/4 is amended by adding the following
21 subsection:
