STAFF REPORT
Subject:
Authorization to declare June Place a "Through Highway" as defined by Section 600 of the
California Vehicle Code, between Bronson Street and Carmelina Street.
Background:
The City received a request to evaluate the intersection of June Place at Vermont Street, which is an
uncontrolled intersection to determine the need for traffic controls. The Traffic Engineering section
of the Development Services Department evaluated the intersection. Since adjacent intersections
are similar in nature, the evaluation was expanded to include the intersections of June Place with
Don Pablo Court, Christy Avenue and Don Diego Street. The evaluation indicated that installation
of stop signs on the approaches to June Place at these intersections would enhance traffic safety by
establishing vehicular right-of-way.
Staff, therefore, recommends that June Place be declared a "Through Highway" and that stop
controls be installed on Don Pablo Drive, Christy Avenue, Vermont Court, and Don Diego Street at
their approaches to June Place, A "Through Highway" as defined by Section 600 of the California
Vehicle Code is a highway or street where the intersecting streets are regulated by stop signs.
Once authorization is granted to declare June Place a "Through Highway" between Bronson Street
and Carmelina Street, stop signs will be installed as identified above.
Financial Imoact:
The estimated cost of$ 2,000 for installing the new stop signs will come from Account No. 001-
402-5111 (Street Maintenance).
Recommendation:
Adopt Resolution.

Warrant B is satisfied if B and any two of the criteria B-1 through B-10 are met

B-3. One or more streets leading to intersection is at a grade of more than 5%.
Where one or more of the approaches, requiring the stop sign(s), does not meet the
B-4. required minimum sight distance, due to permanent view obstruction or roadway
geometry.
B-5. Intersection is abutting a park, major shopping center or other high pedestrian
use facility
B-6. Pedestrian volume greater than 480 units/hr in any 8 hour period.
The combined vehicular and pedestrian volume crossing the major slreet exceeds 125
B-7. units during alleast two hours where at least 200 vehicles enter the intersection each
hour from all approaches during any 8-hour period.
B-8. One approach of the intersection is a driveway serving a commercial area.
B-9. One approach of the intersection is a driveway servicing a residential property.
Pass through (non-local traffic) on the subject residential street exceeds 50 vehicles
B-to. per hour and exceeds 40% of the vehicle traffic during the hours from 7:00 a.m to 9:00
a.m and 4:00 p.m. to 6:00 p.m on a non-holiday Tuesday, Wednesday, or Thursday,
with local traffic defined as vehicles traversing/commuting through the neighborhood.
B-11. The vehicle volume entering the intersection from all approaches exceeds 600 units
during any hour at an intersection.
Less than desirable pedestrian or vehicular conditions not listed above or contained
B-12. in the criteria of the State of California for the installation of Stop signs exist at the
intersection (as determined/verified by the City's licensed Traffic Engineer).
