SUBJECT
Resolution of the City of San Bernardino authorizing the City Manager of San
Bernardino to execute Amendment No. 4 to the Services Agreement with the San
Bernardino City Unified School District for the operation of the School Crossing Guard
Program by the Police Department.
BACKGROUND
The City of San Bernardino and the San Bernardino Unified School District have
participated in the school crossing guard program for a number of years. Currently, the
Police Department has administrative oversight of the program and both parties
contribute fifty-percent (50%) of the financial costs of operating the program The most
recent services agreement expired June 30'\ 2008. SBCUSD cannot reimburse the City
of San Bernardino for services until a new agreement is in place. Crossing guards are
vital to protect the safety of elementary school students while walking on city streets to
and from school.
The Police Department's adopted budget for FY 2008/2009 includes $390,000 for
crossing guard services (Account #001-217-5014 / Part Time Salaries). Projected
revenues arising from reimbursements from the San Bernardino City Unified School
District are anticipated to be $195,000 (Revenue account #001-000-4740 / Miscellaneous
Police Receipts)
FINANCIAL IMP ACT
The cost of the crossing guard program for FY 200812009 is budgeted at $390,000. With
the approval of Amendment No.4 to the Services Agreement, the San Bernardino City
Unified School District will reimburse the City fifty-percent (50%) of these costs or
$195,000.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE
MAYOR OF SAN BERNARDINO TO EXECUTE AMENDMENT NO.4 TO THE
SERVICES AGREEMENT WITH THE SAN BERNARDINO CITY UNIFIED SCHOOL
DISTRICT FOR THE OPERATION OF THE SCHOOL CROSSING GUARD
PROGRAM BY THE POLICE DEPARTMENT.
SECTION I: The City of San Bernardino and the San Bernardino City Unified School
District each pay one-half of the annual costs of school crossing guard program. The prior
agreement between the two parties expired June 30, 2008. Program costs for FY 2008/09 are
projected to be $390,000.
SECTION 2: Pursuant to this determination, the City Manager of San Bernardino is
hereby authorized and directed to execute Amendment No.4 to the Services Agreement for FY
2008/09 with the San Bernardino City Unified School District amending specified terms and
conditions.
SECTION 3: That the implementation date of this agreement is July I, 2008, therefore,
any action taken between July I, 2008 and the date that this resolution is adopted is hereby
ratified.
SECTION 4: The authorization to execute the above referenced amendment to the
Services Agreement is rescinded if it is not issued within sixty (60) days of the passage of this
resolution.

AMENDMENT NO.4 TO THE CROSSING GUARDS SERVICE AGREEMENT
BUSINESS SERVICES DEPARTMENT
THIS AGREEMENT is made and entered into this 18th day of May 2005, by and between the SAN
BERNARDINO CITY UNIFIED SCHOOL DISTRICT, hereinafter referred to as the "DISTRICT"
with its principal place of business at 777 North "F" Street, San Bernardino, California 92410, and CITY
OF SAN BERNARDINO - POLICE DEPARTMENT, hereinafter referred to as "CITY" having a
business address at 710 N. "D" Street, San Bernardino, California 92401.
I TERM OF AGREEMENT
This Agreement is effective beginning July 1,2008, and continuing through June 30,2009. The
school year is from July I to June 30 of each succeeding year.
V. CITY'S FEE AND PAYMENT THEREOF
A. In accordance with negotiations with the CITY, the DISTRICT agrees to compensate the
CITY for one-half of the cost of services rendered to accomplish the results required
hereunder, in the total amount not-to-exceed $195,000.00 (one hundred ninety five
thousand dollars). Invoices are submitted quarterly (every three months).
All other terms and conditions will remain the same.
IN WITNESS WHEREOF, the parties have executed this Agreement as set forth below.
