STAFF REPORT
During the discussions of the 1987/88 Budget, the need to
explore new sources of revenue was directed by the Mayor and
Common Council. Several development-related fees and charges
have since been increased including storm drain fees,
planning fees and a traffic systems fee. Last year, due to
budget constraints, the street sweeping service was cut back
to once per month for residential areas to help balance the
budget. The possibility of establishing a fee for street
sweeping performed by the Public Services Department was
identified last year as one of several potential new sources
of income.
A report was prepared in May 1988 by the City Administrator's
Office which considered the feasibility of establishing a
city-wide street sweeping fee. This report was presented to
the Ways and Means Committee at the July 11, 1988 meeting. An
executive summary of this report is provided as an attach-
ment. As noted on this report, the staff recommendation was
to establish a user fee for current street sweeping services
in the amount of $1.00 per month for single family, $5.00 per
month for retail/commercial and $26.00 per month for
apartment complexes and mobile home parks. The revenue to
be generated was estimated to be approximately $708,000 per
year. It was also proposed to utilize a portion of the
revenue generated to establish an ongoing capital replacement
program for the city's operational fleet of street sweepers.
The Ways and Means Committee, after considering this
proposal, requested staff to perform a survey in order to
obtain citizen input on this proposal to establish a monthly
fee for street sweeping services as well as on the issue of
establishing a Parking Control Program that would prohibit
on-street parking only during the times a street would be
scheduled to be swept. A copy of the proposed survey is also
provided as an attachment. It is anticipated that the format
for the survey will be postcard size forms which will be
self-addressed and stamped. In order to obtain a
representative sampling from the City as a whole, 1200 homes
from each Ward will be surveyed. The cost for this mailing
has been estimated at approximately $4,200 which includes the
self addressed stamped cards. Funding is available in the
Refuse Fund under the Professional/Contractual Services line
item account to cover these expenses. The Director of Public
Services has indicated that $25,000 was originally budgeted
this year for a feasibility study for a Refuse Transfer
station. As this study will not take place this year,
funding for the survey will be taken from this budgeted
activity.
Adoption of the form motion is recommended.

B. Uoaraded Service User Fee: Establish a user fee for
street sweeping upgraded from once to twice per month for
residential units. The single residential fee would be $1.40
per month, $7.00 per month for retail/commercial and $37.10
for apartment complexes and mobile home parks. The revenue
for this alternative would be $991,594 annually.

C. outside Contractor: Discontinue city service and
contract with the private sector. The possibility of future
cost increases present significant problems for city control
and potential lowering the level of service. The cost
savings are undetermined.
D. No Chanae: Continue the current city street sweeping
i services.

The staff recommendation is for adoption of alternative
"A" which would be delayed by four months for inplementation
during the first year. This proposal would "free up"
$541,248 in the General Fund for the 1988-89 Budget to meet
other city needs such as street repairs and/or street
overlay. However, the Mayor and Common Council may not wish
to impose this new user fee at this time.

Dear Resident:
To improve the appearance and cleanliness of our community,
the City of San Bernardino is seeking citizen input about street
sweeping services. We are considering increasing the current level
of residential street sweeping from once to twice per month, and
restricting parking during street sweeping periods. Street sweep-
ing is done from 4:00 a.m. to noon, and parking restrictions would
be necessary for several hours during street sweeping operations.
Please take time to complete the survey on the enclosed stamped,
self addressed card, and return it by

explain this proposal to you. The office hours are from 7:30 a.m.
