STAFF REPORT
IX1kes-IX1kes an:l Associates is proposing to build thirty-eight (38)
single family detached homes at the northeast corner of 16th an:l
Califo:rnia streets. Tentative Tract Map Number 13822, comprised of
thirty-eight (38) single family lots on a 9.57 acre parcel, has been
previously approved by the Planning Department with final enJineering
and approval of the final map scheduled for October, 1988.
'The homes, of three (3) district types, will consist of one an:l two
stories ranging in size fram 1,450 square feet to 1,565 square feet an:l
topping out at 1,735 square feet. lDt sizes range fram 7,200 square
feet to 12,440 square feet. Each home will have a tile roof an:l front
lawn installed as a part of an attractive amenity package. 'The features
of each nodel are nore fully described in the attached memorandtnn fram
John IX1kes to the Mayor and Common Council.
one way the City can assist this project is adoption of a resolution
affirming the city's participation in, and its encouragement of, maximum
local support of a joint venture in this cammunity. 'The joint venture
with the U.s. Department of Housing and Urban Development Department is
intended to unite federal, state an:l local goverrnnents in reducing the
cost of housing which will make homeownership nore affordable.

RESOLUTION OF THE CITY OF SAN BERNARDINO AFFIRMING THE
ACTIVE PARTICIPATION IN, AND THE ENCOURAGEMENT OF, MAXIMUM LOCAL
SUPPORT OF THE JOINT-VENTURE FOR AFFORDABLE HOUSING IN THE
COMMUNITY.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
5 OF SAN BERNARDINO AS FOLLOWS:

WHEREAS, there exists a national and local crisis in the
7 affordability of housing, and
8
WHEREAS, only twenty-three percent (23%) of potential
9 homeowners in San Bernardino County can now afford a new home,
10 and
11
WHEREAS, homeownership provides benefits to the individual,
12 the community, the state, and the nation, and
13
WHEREAS, there is evidence that some local, state, and
14 national regulations may unduly impact the cost of housing, and
15
WHEREAS, the united States Department of Housing and Urban
Development, as part of the "Joint Venture for Affordable
16
17 Housing" is encouraging active participation, and
18

WHEREAS, the Department of Housing and Urban Development in
selecting communities for participation desires maximum local
support, in identifying and modifying local regulations that may
increase cost, and

WHEREAS, the City of San Bernardino desires to fully
23 participate in the "Joint Venture for Affordable Housing" so as
24 to expand housing opportunities in the community, and
25
WHEREAS, it is the desire and the intent of the Mayor and
Common Council of the City of San Bernardino to actively

27 participate in and encourage the "Joint Venture for Affordable
Housing Program".

SUBJECT: Joint-Venture for Affordable Housing Resolution
This memorandum will serve as a request to the City of San Bernardino
to adopt a resolution affirming the City's participation in, and
it's encouragement of, maxium local support of a joint-venture in
this community. The joint-venture with the United States Department
of Housing and Urban Development is intended to unite Federal, State
and local entities to reduce the cost of housing which will make
home ownership more affordable.
BACKGROUND
Dukes-Dukes and Associates is proposing to develop 38 single
family homes at the northeast corner of 16th and California Streets
in the City of San Bernardino (Exhibit 1). The subdivision tentative
tract map No. 13822 (Exhibit 2) has been approved by the Planning
Department. The final engineering documents will be completed and
ready to submit to the City during October 1988, for approval of
the final map.
Tentative tract No. 13822 is comprised of 38 single family lots
on a 9.57 acre parcel.
The parcel is approximately square in shape and the proposed
off-site improvements show a "Un shaped road with homes located
along both sides of the road. The "Un shaped road connects to 16th
Street in two places. The largest lot on the project is 12,440
square feet and the smallest lot is 7200 square feet.
Three home plans have been designed for the project as follows:
Modell - Three bedroom units consisting of 1450 square feet.
Thls is a single story unit with walk-in closets in the master
bedroom with a full bath and a double entry door. A second
full bathroom is shared by Bedrooms 2 and 3. A family room with
a fireplace and a door that opens onto the backyard deck. The
unit has a connected double-car garage.

Model 2 - Three bedroom units consisting of 1565 square feet.
This is a two story unit with two bedrooms, full bath and one
walk-in closet on the upper level. It has a large master
suite on the lower level with a spa tub and access to the
backyard deck from the bedroom. The living and dining rooms
and kitchen are open and spacious. The unit has a connected
double-car garage.
Model 3 - Four bedroom units at 1735 square feet. This unit
has a large master bedroom and two additional bedrooms on the
upper level with two full bathrooms upstairs. The fourth
bedroom is a den/bedroom adjacent to a half bath downstairs.
A protected entry leads to the living room that features a
double bay window and fireplace. The kitchen includes a
breakfast bar and an open appearance to the family room. The
master bedroom includes a cathedral ceiling for a spacious
appearance, and the unit has a connected double-car garage.
All of the units have similar arches over the windows to show
a continuity in the design.
The homes will have tile roofs, front lawns wlll be installed in
addition to an attractive amenity package. These homes will offer
potential buyers an exceptional value. The success of attracting
buyers however, will depend upon the degree in which this development
can be projected as the beginning of a resurgence in value of
single family residence on the Westside of San Bernardino. We
believe that if buyers are offered exceptional products and
attractive financlng it will create a demand for these homes.
The City can assist in two ways. It can write down the cost
of the homes by granting the waiver or rebate in permits and fees
and asslsting with the offsites through the redevelopment process.
Secondly, it can become an active participant in the Federally
sponsored program called A Joint Venture for Affordable Housing.
According to price definition, affordable housing for a family
of four in the City of San Bernardino is approximately $103,000.
Our surveys indicate that the selling price of houses on the West
side should not exceed the mid $90,000 range. Dukes-Dukes and
Associates believes that with the Joint Venture approach and assist-
ance from the City, we can achieve a quality house and the type of
homes that will appeal to the current market within the above price
range.
If this program is successful, it will help establish a market
for single family homes on the Westside and encourage development of
the vacant lots adjacent to this project as well as other vacant land
In the immediate area.
This will enhance the tax base in the Northwest Redevelopment
Project Area as well as the values of the surrounding residential
properties.
